Muturi Fired, Duale And Deborah Barasa Reshuffled in Ruto’s Cabinet Shake-up

President William Ruto has fired Justin Muturi as Public Service Cabinet Secretary in his latest Cabinet reshuffle.

Ruto has nominated Mbeere North MP Geoffrey Ruku to replace Muturi.

Hanna Cheptumo has also been nominated as Gender, Culture, Arts, and Heritage CS, a position Prime Cabinet Secretary Musalia Mudavadi has been holding in an acting capacity.

“THE TWO nominees are expected to bring to Cabinet not only the knowledge and experience acquired over the course of their illustrious careers but, above all, their wisdom accumulated from their inspiring and diverse life journeys,” a communique from the head of public service, Felix Koskei, issued on Wednesday, March 26, 2025, read.

Ruto has also reshuffled his cabinet. The reshuffle has affected CS Aden Duale, who has been moved from the Ministry of Environment, Climate Change, and Forestry to the Ministry of Health.

CS Deborah Barasa Mulongo has been moved to the Ministry of Environment.

The changes come just hours after Muturi fired back at Ruto for terming him as being fairly incompetent when he served as the country’s attorney general.

Ruto, while hosting an Iftar dinner at State House, Nairobi, on Tuesday, March 25, 2025, said that Muturi was fairly incompetent, making him fail to achieve some of his initiatives.

I had a problem with the AG who was there before—he was fairly incompetent. But now, I have a very competent lady in the position, and I can assure you that the issues of Wakf will be sorted out within months,” Ruto said.

However, Muturi, in a statement issued via his official X account on Wednesday, March 26, 2025, faulted Ruto for what he termed as pushing for the establishment of the Muslim Endowment Fund without following due process.

Muturi, who has been speaking truth to power since coming out to speak against the wave of abductions, said that there was no legal framework supporting the establishment of the endowment under the Waqf Act No. 8 of 2022.

“Under the Waqf Act no. 8 of 2022, there’s no provision for a “Muslim Endowment Fund “. It must be understood that a waqf is a religious, charitable, or benevolent endowment by a person who professes the Muslim faith and is managed by the Waqf Commission,” Muturi stated.
