The recently disbanded Special Services Unit (SSU) in the Directorate of Criminal Investigations (DCI) will be investigated, President William Ruto has said.

Speaking Thursday afternoon during the Mashujaa Day fete held at Uhuru Gardens, President Ruto said that he had directed that immediate measures be undertaken to disband the unit.

The head of state had recently linked the DCI team to the extra-judicial killings that have been witnessed in the recent past.

The team was disbanded through an order issued by the acting Inspector General of Police Noor Gabow, with its members being recalled to the DCI headquarters.

President Ruto now says that investigations must commence so that those found culpable are held accountable.

“I have directed that immediate measures be undertaken to disband the Special Services Unit in the Directorate of Criminal Investigations and with urgency investigations must commence so that those found culpable are held accountable,” President Ruto said.

The members of the DCI SSU team were relied on to respond to any murder incident involving violent criminals on the run or unsolved issues and even terrorism.

It was a revamped team from an earlier one that was referred to as Special Crimes Prevention Unit (SCPU), which was reorganized in 2019 by former DCI George Kinoti.

Most officers now serving in the disbanded unit had served in SCPU and the defunct Flying Squad for years.

They were mainly involved in quelling the Mungiki menace from 2007 until 2019 when they were reorganized.

In this period, up to 300 people believed to have been members of the banned group disappeared or died mysteriously in shootings or were found dead on roads and thickets.

And the move to disband SSU did not come as a surprise to many. They anticipated it after the new government took over.

Lawyer Miguna Miguna is attending the Mashujaa Day celebrations at Uhuru Gardens, Nairobi.

Miguna landed at the Jomo Kenyatta International Airport this morning, exactly 1716 days or about 4 years since he was first forced into exile.

Speaking to the media while arriving at Uhuru Gardens, Miguna Miguna noted that he was feeling exhilarated to have come back home.

“I am feeling exhilarated, I can at least now smell the freshness of Kenyan oxygen and freedom. This is what we wanted,” Miguna said.

He thanked President William Ruto for keeping his word and allowing him back.

“President Ruto is a man of his word, he said he would facilitate my return and he did,” he added.

Asked on his plans after coming back to the country after almost 5 years into the exile, he noted that he will be breathing fresh oxygen and Kenyans should be ready to see what they will see.

“You know me, you will see what you are seeing,” he commented.

At Uhuru Gardens, Miguna was spotted having a deep conversation with former Migori Governor Okoth Obado.

Miguna had earlier on revealed that he was coming back to Kenya to liberate the Luo-Nyanza region.

He is allegedly being groomed to take over from ODM leader Raila Odinga as the region’s political Kingpin.

Miguna, who has been away from the country for close to five years following his deportation to Canada by former President Uhuru Kenyatta’s government proceeded to the State event at Uhuru Gardens after landing.

Taking to social media on Wednesday evening, Miguna shared his official invitation to attend Mashujaa Day celebrations that will be held at Uhuru Gardens.

After the national celebration, Miguna is also invited for a luncheon at State House, Nairobi.

Just weeks after falling out with Meru Senator Kathuri Murungi, Meru Governor Kawira Mwangaza has fallen out with Members of County Assembly (MCAs).

Mwangaza last month fell out with Senator Murungi after accusing him of demanding a share of the government and trying to influence the Speaker’s election.

MCAs to boycott government business

On Tuesday, the Meru MCAs vowed to boycott government business.

The MCAs have accused the governor of failing to give them an audience and being disrespectful.

The MCAs on Tuesday afternoon suspended house business to discuss their relationship with the governor and resolved to call out the governor.

In a video that has since gone viral, the MCAs chanted ‘bado mapambano’ before addressing the media.

On Wednesday, drama ensued at the County Assembly as the MCAs barred governor Mwangaza from addressing them.

The dispute puts in jeopardy the vetting of County Executive Committee (CEC) member-nominees that is pending in the assembly.

Ms Mwangaza is also likely to face headwinds to have a supplementary budget passed to align spending to her development plans.

Meru County Assembly Speaker Ayub Bundi who spoke to one of the leading local dailies said the MCAs had resorted to boycotting the governor after failing to meet her on several occasions.

He said all the MCAs had agreed to boycott the governor’s address until she was ready to listen to them.

MCAs out to blackmail

Governor Mwangaza however, dismissed the claims, saying she had met the MCAs several times and held grassroots meetings with more than 20 of them.

She said MCAs were out to blackmail her using the pending vetting of CEC member-nominees and the supplementary budget.

She claimed that MCAs met at the home of a Meru MP to plot how to fight her administration.

Meru County Assembly Majority Leader Evans Mawira however said the MCAs felt demeaned by how they were treated by the executive.

Minority Leader and Njia MCA Ali Mwenda said the executive was not willing to work with the legislature.

Governor Mwangaza’s husband

During her swearing in on August 25, Meru Governor Mwangaza’s husband Murega Baichu was on her side and as she took oath of office, he held the Constitution for her.

Two days later, he posted photos on his Twitter account and wrote: “Governor Kawira Mwangaza held her Bible on the right hand while I Murega Baichu placed my left hand on the Constitution and she took oath as required by the law. Kando yake sibanduki!! itawabidi mahasidi kuzoea!! (I will always be on her side! Detractors will have to get used.”

On September 9, Mr Baichu represented the governor in a graduation ceremony for 100 HIV- positive mothers who had undergone a follow up medical programme on prevention of mother to child infection, where he read her speech.

This drew mixed reactions with concerned Kenyans questioning his role in the county government and setting Twitter and Facebook on fire.

A section of Meru residents castigated the couple saying they should separate family from county affairs.

Governor appoints husband into County’s cabinet

Days later, Governor Mwanaza appointed her husband to serve as the Meru County Hustler Ambassador and patron of the Meru youth service.

However, Mwangaza countered criticism of her move saying her husband will dispense the responsibilities on voluntary basis without any remuneration.

While unveiling her Executive County Members, Governor Kawira Mwangaza said her husband Murega Baichu, will bring in his vast experience to the county’s executive as well as drive the hustler narrative in the county.

 Cabinet Secretary nominee for Public Service and Gender Aisha Jumwa has revealed her net worth.

Appearing before National Assembly committee on appointments Tuesday afternoon, the former Malindi MP revealed that she is worth Kshs. 100 million.

She told the committee members that her current source of income is her pension from Parliament.

Jumwa who is facing hurdles in a journey to the Cabinet Secretary post over graft and murder charges that have been staring at her.

However, she was handed a major reprieve after DPP Haji applied to withdraw graft charges against her.

On Tuesday just hours before she was vetted, she breathed a sigh of relief again as she likely to be turned into a prosecution witness in the murder case.

She has been facing the charges before Mombasa High Court for two years.

Ms Jumwa asked the Director of Public  Prosecutions Noordin Haji to consider reviewing the case with a view of converting her into a state witness.
 
Through her lawyer Jared Magolo , the Public Service nominee told Justice Ann Onginjo that after taking the evidence of three witnesses, it is clear that the suspect should serve the state as a witness.

State Counsel Vivian Kambaga told the court that the DPP has been informed that Ms Jumwa and the family of Jola Ngumbao (deceased) have been engaged in negotiations with a view of settling the matter out of court.

DPP to consider reviewing the murder charge

The Prosecutor confirmed that they have received a letter asking the DPP to consider reviewing the murder charge against Ms Jumwa.

According to the prosecutor , the ODPP has received communication from the decease family that they feel that Jumwa was not armed during the incident , did not shoot and , therefore was not a principal offender.

She is accused of killing Mr Ngumbao in 2019 during campaigns for Ganda Ward by-election. She is accused jointly with her aide Geoffrey Okuto. At least three witnesses have testified in their case.

Interior Cabinet Secretary nominee Kithure Kindiki has revealed his number one assignment as soon as he assumes office.

Appearing before the National Assembly Appointment Committee Tuesday, Kindiki said his first assignment will be setting the country free from criminals, bandits, terrorists and cattle rustlers.

Kindiki said this will not be done through press conferences since security does not require speaking.

During the vetting, Kindiki, failed to provide his National Identification Card blaming this on a “communication barrier by the committee.”

He did, however, say that he had sent somebody for the document and that it would be delivered to the committee before the vetting was over. 

While presenting his resume and extensive career in the legal profession, Kindiki noted that he was the right fit for the Interior Cabinet slot and addressed key issues facing the public and security sectors. 

“I have practised law for 22 years and I am listed in the list of counsel licenced to practise law at the International Criminal Court,” he said.

Kindiki has served as Senator for Tharaka-Nithi,  from 2013 to 2022. He clinched the seat on his first attempt at elective politics.

He was then elected the first leader of the Majority in the Senate, a position he held until he became the Deputy Speaker after the 2017 general elections.

President William Ruto’s Interior and National Administration Cabinet Secretary nominee Kithure Kindiki has revealed his net worth.

Prof Kindiki who appeared before the National Assembly Committee on Appointments for vetting in Parliament Tuesday morning said he is worth Kshs. 544 million.

According to Kindiki, his wealth derived from various sources of income.

He noted that he is an advocate at the High Court where I practise Law and also a business person running a number of businesses, SMEs and also a consultant for local and international organisations.

His investments in shares and real estate were among his major financial dealings.

He noted that it is made up of land and buildings of around Ksh165 million, bank deposits of about Ksh50 million, investment in shares, and deposits in five different saccos.

Kindiki was elected in 2013 General Election to represent Tharaka-Nithi county in the Kenyan Senate. Kindiki was re-elected in 2017 to represent the same county.

He also Served as Majority leader in his first term.

He served as the Deputy Speaker of the Kenya Senate from August 2017 to May 2020 when he was de-whipped from the position by the Jubilee Party for supporting Ruto.

Ministry of Defence Cabinet Secretary nominee Aden Duale has disclosed his net worth.

Duale who was appearing before the parliamentary committee while being vetted for the position said his financial net worth is Ksh. 851 million.

The immediate former Garissa Township MP said the net worth includes the assets he own, that is goats, sheep and 231 camels.

From his assets, Duale receives Sh10 Million annually.

Duale is a well seasoned politician having first won elections in 2007 General Election in Dujis Constituency seat on an ODM ticket to soon become the first northeastern MP to be appointed assistant minister—in the Livestock ministry.

In 2013 he was appointed as the Majority Leader of the National Assembly but he was forced out in 2019 an aftermath of the fallout between former President Uhuru Kenyatta and President William Ruto who was his deputy then.

His appointment was nothing unprecedented as he was the only senior politician from the Raila Odinga-leaning northern Kenya who stood with then-Deputy President Ruto and his UDA party during the August general election.

His political friendship with the President dates back to the formation of the United Republican Party (URP), which merged with former President Uhuru Kenyatta’s The National Alliance (TNA) party to form the Jubilee Coalition that won the 2013 and 2017 elections.

Wycliffe Musalia Mudavadi is a Kenyan politician and land economist.

Mudavadi was born on 21 September 1960.

Musalia Mudavadi started his early learning at Nairobi Primary School, then Jamhuri and Nairobi School for his A-levels before proceeding to the University of Nairobi for his Bachelor of Arts (Land Economics) degree.

Mudavadi was first elected an MP in 1989 after the death of his father, Mr Moses Mudavadi.

He was elected unopposed in Sabatia constituency and went on to be re-elected in 1992, 1997, and 2007.

Soon after, he was appointed Minister of Supplies and Marketing until 1992 when he was elevated to Ministry of Finance between 1993 and 1997.

He has also served as Minister for Agriculture, and Transport and Communication between 2001 and 2002 when he was appointed to the office of VP.

He served three months in the office of the Vice President, the shortest sting in Kenyan history.

He was appointed VP in October 2002 to replace the late George Saitoti, who Moi had sacked in a succession war after he chose Mr Uhuru Kenyatta as his successor.

Mr Mudavadi was Mr Kenyatta’s running mate in the 2002 general election. He ended up losing that bid as well as his Sabatia Parliamentary seat.

Mr Mudavadi made a come back in 2005 during the campaigns for the new Constitution. He joined the NO camp that was opposed to the draft that the Kibaki government had proposed.

The camp emerged winners of the referendum. In the 2007 presidential election, Mr Mudavadi was Mr Odinga’s running mate, but again they lost to late former President Mwai Kibaki. 

He was a member of the national reconciliation team that negotiated for peace after the bloody events of the 2007/08 post-election violence and was appointed Deputy Prime Minister and Minister for Local government in the Grand coalition government of 2008/13.

He defected from ODM to his United Democratic Forum (UDF) through which he contested the 2013 presidential race, coming third. 

He severed ties with UDF to form Amani National Congress (ANC) in 2015.

ANC was part of the five political parties that merged in 2017 to form the National Super Alliance (Nasa) which fronted Raila Odinga as its presidential candidate.

Nasa lost to Jubilee in the election held on August 8, 2017 but the Supreme Court nullified the outcome due to irregularities.

In January 2022, he joined hands with President William Ruto to form the Kenya Kwanza Alliance ahead of the 2022 general elections.

After President Ruto winning the August 2022 general election, he appointed Mudavadi to the position of Prime Cabinet Secretary, with his office based at Kenya Railways Headquarters.

Mudavadi was vetted by the Members of the National Assembly for the position on Monday October 17, 2022.

Mudavadi will be tasked with chairing the Principal Secretaries Committees and supervising the technical monitoring and evaluation of Government policies, programs and projects.

Safaricom has restored lawyer Ahmednasir Abdullahi’s sim card after he threatened to shift to their competitors.

The flamboyant lawyer had on Sunday morning shared his disappointments after the giant telco switched off his line after the deadline issued by the Communications Authority of Kenya lapsed.

The Communication Authority of Kenya (CA) had announced that it will not extend the deadline for the fourth time after it was extended on April 15, 2022.

CA was forced to extend registration exercise amid complaints from the members of the public, a majority of whom were yet to be registered.

Switched off lines will no longer access crucial services such as M-Pesa or Airtel Money, send texts or make calls after deactivations.

However, after crying foul on social media, Safaricom restored Ahmednasir’s line.

Taking to his official Twitter handles this morning, Ahmednasir said Safaricom had unceremoniously switched off his line despite him being their loyal customer for the past 25 years.

“After 2 and half decades of being a loyal customer of Safaricom, they unceremoniously switched off my line this Sunday,” he said.

The senior counsel added that he will be moving to the giant telecommunications company’s competitor starting Monday October 17, 2022.

He noted that after moving to one of Safaricom’s competitors, he will never turn back to use their service again.

After his line was restored, the lawyer now says that his office will do the needful tomorrow.

“Glad that @Safaricom_Care restored my line…that was the sensible thing to do…and my office kesho will do the needful,” he said.

Regular plans to switch off unregistered lines kicked off Saturday midnight.

As of Friday , Safaricom was leading with the number of registered clients with 38 million (91 per cent) followed by Airtel 13.4 million (48 per cent) and Telkom Kenya 1.8 million (40 percent).

As a result, CA said that a total of 500,000 lines had been deregistered between the month of January-June 2022.

Customers whose line will have been closed will have a window period of three-months to re-register their SIMs as long as they provide ownership proofs.

The 2015 CA’s Registration of SIM Card Regulations prohibits SIM cards hawking, slapping a six-month jail term, a Sh300,000 or both for those contravening the law.

“After 2 and half decades of being a loyal customer of Safaricom, they unceremoniously switched off my line this Sunday,” he said.

The senior counsel added that he will be moving to the giant telecommunications company’s competitor starting Monday October 17, 2022.

He noted that after moving to one of Safaricom’s competitors, he will never turn back to use their service again.

Former Citizen TV news anchor Hussein Mohamed has broken his silence after being appointed as the new State House Spokesperson.

President William Ruto appointed Hussein to replace Kanze Dena on Friday, October 14, 2022.

Prior to his appointment, Hussein worked as the director of communications in the President Ruto campaign secretariat.

He quit television two years ago before returning last year on the campaign trail of Dr Ruto.

Under the executive order issued earlier on Thursday, Mohamed will, however, deputise David Mugonyi who was named as the Head of Presidential Communications Service (PCS), a re-formed communication entity which was previously known as the Presidential Strategic Communication Unit (PSCU).

Taking to his official Twitter handle this morning, Hussein said he was grateful and humbled by the honour President Ruto had bestowed upon him.

He pledged to tirelessly work in supporting the head of state deliver THE PLAN to achieve greatness for the Kenyan republic.

Amin Mohamed Ibrahim is the new Director of Criminal Investigations, replacing George Kinoti.

President William Ruto appointed Amin through a gazette notice dated Friday, October 14, 2022.

This is after he outshined Bernard Barasa Walumoli, Eliud Kipkoech Lagat, Gideon Nyale Munga, Esther Chepkosgei Seroney and David Kipkosgey Birech.

Others who had been shortlisted for the position are Jonyo Michael Wiso, Nicholas Ireri Kamwende, Paul Jimmie Ndambuki and Dr. Simon Mwangi Wanderi.

Students from different schools in Transmara, Narok County turned violent during a set book live performance that had been organized in one of the schools on Sunday.

The incident has left two students admitted at Kilgoris Sub-County hospital.

The students were part of a group of five schools that had converged at Poroko Secondary school for a live set books performance, before the show dissolved into acrimony followed by violent scenes.

Trouble began when the teacher on duty Fred Machokaa, spotted some boys from Kilgoris boys school in a compromising situation with one of his female students.

Upon urging them to disperse, the seemingly agitated boys descended on him with blows and kicks, prompting students from Poroko to come to the aid of their teacher.

As a result, students from the visiting school began throwing plastic chairs, pieces of rocks and a hail of other projectiles at their hosts, provoking chaos that left three students seriously injured and property of unknown value destroyed.

Two students who suffered head, neck and chest injuries were admitted at a private hospital in Nyangusi, in fair condition while a third was treated at Kilgoris sub-county hospital where he was treated and discharged in fair condition.

The three young men were aged between 18 and 21.

During the 5pm incident, Police officers based at Kilgoris police station had a difficult time containing the riotous students who destroyed the school bus belonging to Poroko, window panes in one of the dormitories and plastic chairs.

Investigations into the incident are still ongoing.

Brighton & Hove Albion midfielder Enock Mwepu has been forced to end his playing career.

This is after the 24-year-old Zambian international was diagnosed with a hereditary heart condition.

Enock Mwepu played in Albion’s opening day victory over Manchester United.

The condition, which can worsen over time, would put Enock at an extremely high risk of suffering a potentially fatal cardiac event, if he were to continue playing competitive football.

Brighton & Hove Albion Club chairman Tony Bloom in a statement said it was sad to see such a promising career cut short at such a young age.

He said the club will give him all the love, help and support to make a full recovery.

“We are all absolutely devastated for Enock. He and his family have had a traumatic few weeks and while we are just thankful he has come through that period, he has seen such a promising career cut short at such a young age.

Head coach Roberto De Zerbi added, “I am so sorry for Enock. Before I arrived I looked at all the squad, and he was a player I was so excited and looking forward to working with. We will do everything we can to help him.”

Enock was taken ill while on a flight to join up with Zambia during the international break and after a period in hospital in Mali he returned to Brighton to undergo further cardiac tests and ongoing care.

These tests have concluded that his illness is due to a hereditary cardiac condition, which manifests later in life and was not previously evident on regular cardiac screening.

Enock has been advised that the only option, for the sake of his own safety, is for him to stop playing football.

Massa Hamisi Salim, the interim Director of the Criminal Investigations has missed out on the list of 10 candidates that have been shortlisted to replace George Kinoti as the DCI boss.

Kinoti resigned on Tuesday, September 27, 2022, after four years at the helm of the investigative agency.

The National Police Service Commission appointed Massa Hamisi Salim as the Director of Criminal Investigations in an acting capacity until the position is filled substantively and competitively.

On Sunday, October 9, the National Police Service Commission (NPSC) published a list of 10 shortlisted candidates.

The list was an intense narrow down from 253 individuals who submitted their application for the security top job.

In a statement, NPSC noted that a notice had  been sent to all the 10 candidates to present themselves at Kenya School of Government, lower Kabete in Nairobi for interviews slated for Tuesday October 11, 2022.

The shortlisted candidates are Amin Ibrahim Mohamed from Wajir, Bernard Barasa Walumoli from Bungoma, Eliud Kipkoech Lagat from Nandi, Gideon Nyale Munga from Kilifi and Esther Chepkosgei Seroney from Elgeyo Marakwet.

Others are David Kipkosgey Birech from Nandi, Jonyo Michael Wiso from Elgeyo-Marakwet, Nicholas Ireri Kamwende from Embu, Paul Jimmie Ndambuki from Machakos and Dr. Simon Mwangi Wanderi from Nyandarua.

The interviews will kick off at 8:45 am an close at 5:00 pm with each candidate expected to spent at roughly 45 minutes on the hot seat.

NPSC boss Eliud Kinuthia then invited the Public to submit credible written memorandum on any of the candidates through recruitmentdci2022@npsc.go.ke.

All candidates were directed to present their National ID, Academic certificates, including transcripts and professional certificates as well as any other supporting documents and testimonials.

They should  also obtain clearance from the Ethics and Anti-corruption Commission, Kenya Revenue Authority, Higher Education Loans Board, Directorate of Criminal Investigations and a credible Credit Reference Bureau.

Langat, who has been shortlisted, serves as the Director of DCI reforms while Wanderi is the Head of DCI Railways. Mohammed Amin is the Director of the agency’s Internal affairs Unit while Nyale is the Personal Assistant to the Inspector General of Police.

Birech works as the Director of Police Reforms while Kamwende is the Director of Planning at DCI.

The ministry of Transport and infrastructure Cabinet Secretary nominee Kipchumba Murkomen has revealed his last moments with the immediate former Ainabkoi MP William Chepkut who passed on this morning.

Taking to his official Twitter account to mourn the late politician, Murkomen revealed that he was with Chepkut last evening up to around 8:00pm.

The iimmediate former Elgeyo Marakwet senator noted that he had met Chepkut who was in the company of his friends and that he was in a very jovial mood.

Murkomen ssaid that Chepkut had showered him with praises and when they parted ways at 8:00pm on Friday, they had agreed to meet soon and discuss matters infrastructure.

“Last evening I met Hon. William Chepkut in the company of his friends. He was in a very jovial mood. In his characteristic manner he showered me with many praises using all the superlatives in the book. William was a very lovely guy, Extremely connected, Loyal to his seniors almost to a fault,” Murkomen said.

“When we parted last night at 8PM we agreed to meet soon to discuss matters Infrustructure. I didn’t know it was going to be the last time with him. Fare thee well Hon. William Chepkut,” added Murkomen.

Chepkut was confirmed dead by his family on Saturday morning.

According to the family, the former lawmaker collapsed at his house and was rushed to a Nairobi hospital where he died while undergoing treatment.

Chepkut has been sickly since 2021 and has been in and out of hospital beds for the period between 2021 and 2022.

He had lost his Ainabkoi parliamentary seat to UDA’s Chepkonga after efforts to defend it as an independent candidate failed.

He had been first elected in 2017 and served in the 12th parliament until August 2022 when he lost the seat.

He had also served as personal assistant to former powerful minister the late Nicholas Biwott.

Several leaders, including Members of Parliament have mourned Chepkut’s demise.
