Interior Cabinet Secretary Fred Matiang’i, his Principal Secretary Karanja Kibicho and Inspector General of Police Hillary Mutyambai have been summoned to appear before the National Assembly committee on administration and national security.

The trio is expected to be grilled over the drama surrounding change of Deputy President William Ruto’s security.

Last week, GSU officers manning DP Ruto’s Karen residence were withdrawn and replaced by administrative police officers.

Matiag’i was summoned to appear before the committee on Wednesday, September 1, days after the DP’s security was restructured.

Confirming the meeting, the Committee chairman, Peter Mwathi, noted that PS Kibicho, and IG Mutyambai, will also accompany Matiang’i to the meeting.

He further noted that all the three top security bosses have confirmed their attendance.

According to Mwathi, Members of Parliament will seek to establish the procedures and laws the top security organs used to downgrade Ruto’s security from the elite General Service Unit (GSU) to Administration Police (AP).

“We want them to shed light on whether the action they took is within the law, and if not, we will have no option but to ensure that the law is followed,” noted Mwathi.

The committee will also seek to establish the measures taken by the National Police Service to ensure that the DP is safe and his security is not compromised.

DP Ruto had initially protested the move, writing to the security bosses to explain the motive behind changes.

In a detailed letter addressed to the police boss, Ruto claimed that the new security detail, including the replacement of his personal drivers on Friday, August 27, might have been sent to his home with an ulterior motive.

It was reported that Ruto spent the whole day at his Karen residence.

The following are some of the most guarded people in Kenya and their security details.

President Uhuru Kenyatta

He is the most-guarded VIP currently in the country.

Together with his family, the President has about 200 security guards drawn from the GSU.

State House and state lodges are guarded by the officers drawn from GSU’s G-Company.

The officers attached to the President are headed by PEU commandant Josephat Kirimi, who is a former head of Recce Company that is assigned to protect the President, Deputy President and some select VIPs.

PEU is a fully-fledged team, which can handle the movement of the President and his family anytime.

They, however, usually get the help of the local police whenever the President visits.

As part of security measures, they don’t allow armed police officers, especially those with rifles, at the events, apart from their members.

Whenever the President moves, the local police commander has to ensure the movement is guarded.

And if and when he addresses a gathering, tens of local officers are deployed.

The President enjoys some of the best police officers’ services as they are drawn from various units and trained on a common agenda.

Other than police officers, officials from National Intelligence Service also provide crucial services to the President.

Deputy President William Ruto

As the second in command, Ruto has more than 50 armed security officers, who also guard his family.

The officers also guard his property, personal assistants and some relatives as well.

Ruto enjoys the services of a lead car and a backup whenever he is on the move, and traffic personnel are always alerted on time to make way for him.

Changes in his security team on August 26 elicited concerns amid his fallout with the President.

His security is drawn from various units, including PEU, APS and Prisons.

Whenever the DP moves, the local police commander has to ensure the movement is guarded and if and when he addresses a gathering, tens of local officers are deployed.

Just like the President, the DP enjoys some of the best police officers’ services as they are drawn from various units and trained on a common agenda.

Before the trend was stopped, the members used to interchange between the President and DP for, among other reasons, exposure.

House Speakers Justin Muturi and Ken Lusaka

The speakers for both National Assembly (Muturi) and Senate (Lusaka) have security with them on the move, at home and in the office.

They usually have lead cars with up to eight police officers whenever they travel.

Their families are enjoying the security of armed police.

The officers are drawn from GSU, general duty, APS and Prisons.

Former President Mwai Kibaki

As former President of the republic, Kibaki still enjoys heavy security all the time.

Apart from himself, his businesses, family and some friends still enjoy security courtesy of him.

He still has a lead car and a backup together with another that usually carries his personal assistants.

His homes are also guarded by officers from G-Company of GSU.

Chief Justice Martha Koome

As the head of the Judiciary, which is also the third arm of the government, Justice Koome enjoys heavy security all the time.

Her home is heavily guarded and she enjoys the services of a lead car whenever she is on the move.

The officers are drawn from various units in the National Police Service.

Like many other VIPs, she is allowed to choose the security she needs.

Cabinet Secretaries

All Cabinet Secretaries enjoy armed security services.

Their personnel are drawn from various units in the service and are allowed to choose the people they want to protect them.

Some of the members of the Cabinet have lead cars that serve as a backup.

They include Fred Matiang’i (interior), Ukur Yatani (Treasury), Joe Mucheru (ICT), George Magoha (education) and James Macharia (infrastructure).

Apart from the CSs, a number of Chief Administrative Secretaries, Principal Secretaries and some senior government officials also enjoy security around the clock whenever they are on the move as well as at their offices and homes.

The CSs are entitled to at least two armed guards at their homes at any time, and another two while travelling.

But depending on the risk assessment levels determined by security chiefs, some could have more security detail.

Other beneficiaries

Some embassies and ambassadors in the country are heavily guarded by Kenyan security.

They include those of the US, Israel, Saudi Arabia, UAE, Britain and Australia, China and Russia.

They have police including those from GSU deployed to them for their use.

Some heads of parastatals are also accorded police bodyguards.

The Central Bank Governor, Inspector General of Police and Deputy IGs, DCI, Director of Public Prosecutions and Attorney General and Chief of Defence Forces are also in the league of the heavily protected public officers.

They each have a chase car, at least five guards and another division protecting their spouses and children.

All judges, Controller of Budget and Auditor General, a number of commissioners, governors and their deputies and a number of staff at the counties also enjoy the security services.

An unspecified number of influential personalities, former Cabinet ministers and retired public servants also have police guards. This is because of risks posed by decisions they made and information they have by virtue of office.

Police sources reveal up to 13,000 police officers — out of the national tally of 60,000, some of whom, are in the traffic department — guard ministers, MPs, politicians, and top Government officials.

According to official policy, each of the more than 400 MPs and senators is entitled to an armed guard.

Senior police officers, however, claim some politicians and well-connected businessmen at times exploit their connections in government to be assigned police protection.

Elgeyo Marakwet Senator Kipchumba Murkomen has alleged that one of Deputy President William Ruto’s mandate will be restoring dignity in his current office once he becomes the president.

Taking to his social media accounts on Friday August 27, 2021, the former senate majority leader weighed into the mistreatment DP Ruto is currently facing.

DP Ruto who has hence fallen out with President Kenyatta has been neglected in government, with the head of state recently daring him to resign over his continued criticism of the government.

President Kenyatta during an interview with media editors early this week told DP Ruto to consider quitting if he was unhappy with the government he is serving.

However, Murkomen argued that the second in command has just a number of days left before he finishes his term as Deputy President of the republic of Kenya.

Murkomen now claims that even as the government operatives continue undermining the DP’s office, Ruto will restore the dignity of the office once elected Kenya’s 5th President in 2022.

The vocal lawmaker claims that God is preparing DP Ruto to treat his deputy better and with dignity.

“HE William Ruto has only 346 days 17 hours &35 minutes in the office of the Deputy President.Even if you undermine the office&the institution,HE Ruto will restore the dignity of that office when his Deputy will be IN.God is preparing him to treat his Deputy better&with dignity,” tweeted Murkomen.

Murkomen’s remarks come just a day after government withdrew GSU officers manning DP Ruto’s Karen residence and replaced them with AP police officers.

The motive of the change of DP Ruto’s security detail is not however, clear even as Kenyans continue linking the move to 2022 succession politics.

There was drama at Madogo Police station in Tana River County on Thursday August 26 when eight prisoner officers stormed the police station demanding release of one of their own who had arrested for contravening curfew.

According to reports, the 8 officers who were being led by their inspector stormed the station, corked their guns and demanded the immediate release of their colleague.

Reports further indicate that the prison inspector tried to grab the Occurrence Book (OB) but the report office personnel were quick enough to stop him from doing so.

A scuffle then ensued as the police officers manning the report office desk attempted to evict him from the premises.

Police officers who were present raised an alarm, alerting their colleagues who responded swiftly.

One of the invading police officers fired his rifle to scare the rescue team.

“Commotion ensued and an officer who was present raised an alarm and officers responded swiftly. One of the prison waders fired one round so as to scare the rescue team who were responding to the distress call,” one police stated.

A senior government agency employee accused of leaking President Uhuru Kenyatta’s intelligence briefs to the Deputy President William Ruto’s rival camp has allegedly been moved.

Reports indicate that the employee was suspected of being a mole in President Kenyatta’s camp.

He was accused of leaking the contents of high-sensitive meetings to digital strategist Dennis Itumbi who has been leaking them through the now famous Hustler Nation Intelligence Bureau (HNIB).

The leakages worried a top government institution that said last week it had identified a key suspect, the senior agency employee who is said to have daily direct contact with President Kenyatta.

After he was moved, all leaks of intelligence briefs to the amorphous outfit abruptly stopped, but it looks that they have resumed.

Itumbi has continued to ‘declassify’ the briefs, with the latest on his social media accounts being the events leading to the withdrawal of GSU officers manning DP Ruto’s Karen residence who were on Thursday August 26 replaced by AP officers.

On Friday morning, Itumbi claimed that there is a Jubilee party parliamentary group meeting going on at State House, which is aimed at removing DP Ruto as Jubilee party deputy party leader.

Itumbi alleges that the plan is also to roll out anti-Ruto campaigns in Mt. Kenya. According to him, Uhuru allies from the region will be asked to start marketing ODM leader Raila Odinga in their region.

But who is now leaking these intelligence briefs to the rival camp now that the alleged mole was moved?

The leakages of the briefs started when President Kenyatta started meeting the former Prime Minister and Okoa Kenya Alliance (OKA) co-principals for a possible coalition ahead of 2022.

When President Kenyatta met Raila alongside ANC leader Musalia Mudavadi, Wiper leader Kalonzo Musyoka, Ford Kenya’s Moses Wetang’ula, Kanu’s Gideon Moi and Kakamega governor Wycliffe Oparanya in Mombasa about two weeks ago, Itumbi leaked the details of the meeting to the public, through his Facebook account.

Last week, Dailytrends.co.ke reported to you that a mole within Uhuru’s camp had been exposed for allegedly leaking the briefs.

He was accused of leaking the contents of high-level and sensitive meetings to an operative of the opposing camp.

A senior senator two weeks ago gave the alleged mole a dress-down and complained that when President Kenyatta  and ODM boss met alone early this month, there was no leakage.

But when the leader was privy to the deliberations of the delegation that met the President in Mombasa, all the details and speculation spilt out.

The senator told the leader to his face that he was holding brief for their opponents and that the time had come to blow his cover.

But do you think the real mole has really been identified by Uhuru’s camp now that the leakages are still on?

Kenyans on Twitter have expressed mixed reactions after six police officers accused of killing the two Kianjokoma brothers filed a case seeking to exhume their bodies.

The police officers who are still in custody have filed a case through their lawyer Danstan Omari seeking to exhume the two bodies for a postmortem to be redone.

Benson Mbuthia, Consolota Kariuki, Nicholas Cheruiyot, Martin Wanyama, Lilian Cherono and James Mwanikiwere who were arrested after investigation agencies concluded their inquest now want a further inquest done before any charges are preferred against them.

They argue that when postmortem on the cause of death of the two deceased brothers Benson Njiru and Emmanuel Ndwiga was conducted, the petitioners chosen pathologists were not present.

It is their argument that while being ferried together with others and in the same police vehicle, the two brothers “in a suicidal act while escaping lawful custody jumped out of the moving police vehicle thus succumbing to injuries.”

However, their request to have the bodies exhumed has stirred mixed reactions from netizens.

A section of Kenyans on Twitter argue that the officers should stop disturbing the dead and let them rest in peace.

Others argue that this might be a well calculated move to frustrate the deceased’s parents so that they can give up on seeking justice for their two children.

Below are some of the reactions.

A prison Warder who was arrested by DCI detectives while allegedly on a mission to kill his girlfriend was not okay if his social media posts are anything to go by.

Edwin Omuse who disappeared from duty on Tuesday armed with a G3 rifle was arrested in Thika at his girlfriend’s house.

According to DCI, Omuse stormed out of Kangeta GK prison in Meru carrying the carefully concealed rifle in a sack.

The rifle, DCI say, had a magazine loaded with 20 rounds of ammo.

He was earlier overheard saying that he would travel to Thika to eliminate his girlfriend who had allegedly defrauded him Kshs. 900,000 that he had borrowed from a financial institution.

However, his social media posts that have hence emerged can tell that Omuse was not okay.

In one of his posts, Omuse posted agreeing to one of the relationship quotes that talks about rejection.

“When a woman rejects a man of a vision and accepts a man with a television, she will end up watching the man with a vision on her won husband’s television. Don’t judge a man by his pocket but judge him by his vision. Because where a man is going in life is more important than his present condition. Stay blessed,” reads the quote which Omuse concurred with.

He then in one of his posts posted a grave stone bearing his name.

In another post, he shared a photoshopped image of himself making headlines in newspers after becoming successful.

Another post was talking about his colleagues who seem to be giving him a hard time.

“Some colleagues of mine amaze me,.mtu anaingia kwako unafikiria Ako uzuri kumbe anachunguza nyumba Yako. Why don’t you mind your own business!! Hope you know yourself, shame on you!!” reads the post.

He again posted saying that something somewhere was not going well on his side.

He is currently in police custody awaiting arraignment in court.

Interior Cabinet Secretary Fred Matiang’i has fired a tough warning to all social media users in Kenya.

Dr. Matiang’i while speaking at a youth forum Jumuiya centre in Limuru cautioned netizens over fake news, insults and vulgar language.

He said that although Kenya is a Democratic country, a section of users were abusing social media freedom by spinning fake news.

Matiang’i said social media users should exercise caution, especially since Kenya is just months away  from its general election.

“The consequences of exceeding this freedom will be met with equal force,” Matiangi said.

He said Kenya is well prepared to conduct elections where no violence, displacement or destruction will be witnessed. He said the country had learnt from past elections.

“This forthcoming election will be a monumental one because there will be a transition.”

“We shall have the biggest number of youths taking part in this elections but we must remain on peaceful,” Matiang’i cautioned.

The CS further acknowledged that the Covid-19 pandemic was far from over and had affected many lives.

“We have lost many people. I have lost more than 10 chiefs across the country, trained educators and spiritual leaders. The threat is there and we should take all precautions to stop the disease,” Matiang’i said.

The World Health Organization has warned Kenya to be aware of fake Covid-19 vaccines that are still circulating in Uganda.

WHO has urged Uganda’s neighbouring countries to be on the alert.

According to WHO, the products are falsified AstraZeneca vaccines which Serum Institute of India, manufacturer of the genuine ones, has confirmed to be fake.

“The falsified products were reported to WHO in July and August 2021,” WHO said in a statement.

“WHO requests increased vigilance within the supply chains of countries and regions likely to be affected by these falsified products.”

No falsified vaccines have been reported in Kenya so far, but some health facilities have been charging illegally for the free vaccine, the Ministry of Health says.

“The DCI has moved in some facilities that have been illegally vaccinating people for Covid-19 and charging them for that vaccination and I would like to tell Kenyans that such exercises that are going on are illegal,” Health CS Mutahi Kagwe said last month when the fake products were first reported in Uganda.

He warned Kenyans against getting the Covid-19 vaccine from unauthorised facilities, especially those that claim to offer Covid-19 certificates.

“Chances are that you are not even being vaccinated with proper vaccines. There is every possibility that you are even being vaccinated with water and paying for it and therefore I want to warn the country and Kenyans at large first, vaccination in Kenya is free, nobody should be charging you for it,” he added.

The WHO requested authorities in Uganda and neighbouring regions to increase alertness.

In Kenya, all vaccines have so far been imported through the Covax facility and are administered in centres listed by the ministry.

In Uganda, the falsified vaccines were brought in when infections were high at 1,700 cases daily and there was a shortage of vaccines.

Last week, the Uganda State House Health Monitoring Unit, and the police revealed that over 800 people got injected with water, according to tests done by the country’s Directorate of Government Analytical Laboratory.

President Uhuru Kenyatta has finally addressed claims that the 2022 general election may be postponed.

Speaking on Wednesday evening during an interview with editors at State House, Nairobi, Uhuru addressed reports that the next year’s general polls may be pushed forward following endless calls by the Central Organisation of Trade Unions (COTU) Secretary General, Francis Atwoli.

Atwoli has been calling for the state to push the polls forward in order to allow the BBI proponents to re-organise themselves.

However, President Kenyatta distanced himself from the claims.

“I have not heard of such discussions and I have no comments on it. How many times should I tell you that I am grateful to the people of Kenya for the chance they have given me to serve?”

“I am more than happy to serve my time and finish my program, bring the people together and ensure we have a peaceful stable united country,” he stated.

Nonetheless, he cautioned that the Court of Appeal ruling declaring that the Independent Electoral and Boundaries Commission (IEBC) lacked the quorum to conduct elections may jeopardise the 2022 race.

“In fact, if what the court ruled on BBI is anything to go by, then we cannot have the General Election owing to the IEBC composition. I do not want to comment on that. Let us wait and see what unfolds. I am ready for the election at the prescribed time as I have said several times,” he added.

“So that is all I have to say on the issue – I am working on that election and transition schedule.”

ODM leader Raila Odinga and deputy President William Ruto are among the leaders seeking to succeed President Kenyatta in 2022.

Others that have declared interest are ANC’s Musalia Mudavadi and Wiper’s Kalonzo Musyoka who are both in the Okoa Kenya Alliance (OKA).

Kanu’s Gideon Moi who is also an OKA co-principal has declared interest.

Others are Mukhisa Kituyi, National Assembly speaker Justin Muturi and Machakos Governor Dr Alfred Mutua.

President Uhuru Kenyatta has dared his deputy Will Ruto to resign.

Speaking in an interview with editors on Monday August 23,2021 at State House, Nairobi, President Kenyatta said DP Ruto should quit if he is unhappy with the government he is serving.

The head of state faulted his deputy for criticizing the same government that he is serving.

“If you are unhappy you can leave. You cannot throw stones at the same house that you are leaving in,” president Kenyatta said.

DP Ruto has been on record attacking his boss in a number of his political rallies and church services.

Ruto has also been attacking the building bridges Initiative that was being spearheaded by Uhuru and ODM leader Raila Odinga.

Commenting on the ruling that was recently delivered by the appellate court declaring BBI null and void, President Kenyatta faulted the judgement but noted that he has respected the decision.

He further faulted DP Ruto for attacking the BBI process, which he noted that was meant to bring people of Kenya together.

“This is the same agenda we had with him..bringing the people of Kenya together. If the divisions of 2007 brought us together, the current divisions should be uniting us more,” President Kenyatta said.

DP Ruto is seeking to succeed President Kenyatta in 2022.

Whilst he is still serving as the DP in the Jubilee government, Ruto has formed his own party, the United Democratic Alliance (UDA) which he will use to seek the presidency in the next year’s general election.

He has openly been attacking Jubilee government over what he claims as failure.

The DP is now selling the bottom up economic model to Kenya s, arguing that the approach is the only solution to the ailing economy of the country.
