Former Raila Odinga’s political strategist Eliud Owalo has joined Deputy President William Ruto’s political camp, weeks after ditching Musalia Mudavadi’s Amani National Congress (ANC).

Former Kakamega senator Boni Khalwale on Monday September 14, 2020 took to his official twitter account to reveal that DP Ruto had received Owalo into his camp at his Karen home in Nairobi.

Khalwale further revealed that former Machakos senator Johnson Muthama and Mathira MP Rigathi Gachagua were also in attendance at the event.

“Today the Hustlers’ Clerk, @WilliamsRuto, at his Karen residence, received @EliudOwalo into the Hustlers Movement. @nduyamuthama and Hon Gachagua and I also attended,” Khalwale tweeted.

Owalo ditched Raila’s ODM party last year, just a few months to Kibra parliamentary by-elections.

He then joined Mudavadi’s ANC side where he got a ticket to vie for the Kibra parliamentary seat. Mudavadi traversed the constituency with him in search of votes, but he did not make it after ODM’s Bernard Imran Okoth emerged victorious.

About a month ago, Owalo ditched ANC.

In a letter copied to the Registrar of Political Parties, Owalo said that his exit was necessitated by the need to create ample space within the party.

He stated that the move will allow the party “strategically position itself effectively in the operational environment and craft a suitable road map moving forward without feeling suffocated by my views and suggestions.”

Thanking the party stakeholders with special mention to Mudavadi, Owalo who runs a management consultant firm, wished the party well.

At least 12 Members of Parliament are set to receive various honorary awards from President Uhuru Kenyatta.

According to a report by The Standard, most of the lawmakers tipped for the coveted presidential awards are drawn of the pro-BBI and handshake side, most of whom being President Kenyatta and ODM leader Raila Odinga’s supporters.

They have been nominated alongside some othe five parliamentary staff.

They are set to be conferred with the Chief of the Order of the Burning Spear (CBS), Elder of the Order of Burning Spear (EBS) and Moran of the Order of the Golden Heart (MGH) awards.

According to the report, Makueni Senator Mutula Kilonzo, Murang’a Woman Representative Sabina Chege and Murang’a Senator Irungu Kang’ata have been lined up for the CBS award.

Other CBS nominees are Emmanuel Wangwe (Navakholo), Japhet Miriti Kareke (Maara), Peris Pesi Tobiko (Kajiado East), Christopher Omulele (Luanda), John Olago Aluoch (Kisumu Town West) and Moses Lessonet (Eldama Ravine).

Busia County Woman Representative Florence Mwikali Mutua and Nominated Senator Rose Nyamunga Ogendo, who sits on the Speaker’s panel, have also been tipped for the CBS award.

The Clerk of the National Assembly and Chairperson National Assembly Board of Management Michael Rotich Siala is also set to receive a CBS.Isiolo Senator Fatuma Adan Dullo, a holder of the CBS, will be conferred with a MGH.

Senate Deputy Clerk Eunice Gichangi and her National Assembly counterparts Jeremiah Walusala Ndombi and Serah M. Kioko have been proposed for the EBS award.

The Director General, Parliamentary Joint Services Clement Nyandiere will also receive an EBS.

Kapsaret Member of Parliament Oscar Sudi is currently being airlifted to Nairobi after surrendering to Police.

The controversial lawmaker on Sunday morning presented himself at Langas police station, a day after a contingent of police unsuccessfully looked for him at his rural home in Kapsaret, Eldoret.

He was in the company of his lawyers Governor Stephen Sang, Gladys Shollei, Jane Masai, Nathan Tororei and Hon Isaac Terer.

The lawmaker through his official Facebook page notified his fans that he had decided to present himself to to police, as a law abiding citizen.

He however, maintained that he was not at home at the time police arrived at his residence on Friday night to arrest him.

Sudi condemned the move by police, saying that it was unnecessary for him to be arrested dramatically with a contingent of police.

Shortly after surrendering, the controversial lawmaker revealed that he was being airlifted to Nairobi, and that he would be landing at Wilson Airport in the next few minutes.

“I’m being airlifted to Nairobi. Will be landing at Wilson Airport shortly,” he posted on Facebook.

While presenting himself at Langas Police Station in Eldoret this morning, Sudi revealed that he was away at the time the police arrived at his residence.

He however noted that it was unnecessary to be treated with a lot of drama by sending contingent of police officers to his home.

He said he had presented himself to police as a law abiding citizen. The lawmaker arrived at the police station even before the officers had even woken up.

“As a law abiding citizen I have presented myself at Langas Police Station early this morning even before the officers arrive. It was unnecessary to be treated with a lot of drama by sending contingent of police officers to my home. I was away the time police arrived at my place. Thank you all for standing with me,” he posted on social media.

President Uhuru Kenyatta’s kieleweke wing of the ruling Jubilee party is just not yet done with Deputy President William Ruto!

With 2022 succession politics hotting up, President Kenyatta’s allies who are crafting his succession want to sideline DP Ruto more, to push him further away from the succession matrix.

According to a report by a local daily, the plan being mooted by the President’s close confidants will create four deputy party leader positions to dilute the DP’s influence and box him out of the Jubilee succession matrix.

Under the proposed line-up, the report details that the deputy party leaders will be bosses of particular regions only.

In a telling move, the party is said to be plotting to have another party leader from South Rift, meaning Ruto will only remain in charge of North Rift.

However, the names of those being considered for the three slots remain under the wraps.

To roll out the strategy, Uhuru’s allies plan to sponsor amendments to Article 9 (2) of the Jubilee constitution to provide for four deputy party leaders.

They are first relying on Article 4(2) of the party constitution which empowers the National Executive Committee to reorganise the membership of the entity.

“The National Executive Committee shall have the power to create or establish such categories of membership for the advancement of the interests and objectives of the party as circumstances may warrant,” the article reads.

Once the positions are created, they will then be operationalised awaiting ratification by the National Delegates Conference that will nominate the 2022 presidential flag-bearer.

With four centres of power in the party, Uhuru’s allies believe that Ruto would be annihilated and his dream for the Jubilee ticket dashed.

Ruto’s quest for the party ticket in 2022 could be dimmed through the machinations focusing on bringing on board regional bigwigs to take him on at the primaries.

This is part of the plan B the President’s handlers are looking at in case the DP chooses to hang onto the wobbly outfit to bulldoze his nomination as the 2022 presidential flag-bearer.

Nairobi Metropolitan Services (NMS) Major General Mohammed Abdalla Badi will now attend Cabinet meetings after taking an oath of secrecy.

In a statement on Thursday, State House said the President witnessed the taking and subscription to the Oath of Secrecy, a requirement of all persons who attend Cabinet Meetings or participate in the conduct of Cabinet Business.

State House spokesperson Kanze Dena said the Director General shall henceforth attend all meetings of Cabinet and its Committees, pursuant to Executive Order No. 3 of 2020.

The ceremony conducted by the Head of the Public Service was a precursor to the Cabinet Meeting held at State House, Nairobi on Thursday.

The Ethics and Anti-Corruption Commission (EACC)  has warned  governors over their move to deny media houses advertisements.

The warning comes a day after Council of Governors chairman Wycliffe Oparanya wrote to Nation Media Group (NMG) notifying the company of the decision to deny them any advertisements over a graft story.

In a letter addressed to Oparanya on Thursday, CEO Twalib Mbarak said such a move is inappropriate.

Mmarak said that the move offends the Constitution and relevant laws that govern acquisition of goods and services by public entities.

He warned that any accounting officer or any other public officer who may proceed to implement such unlawful instructions will be held personally liable.

Mbarak said the council violated article 10 and article 227 (1,3 and 21) when issuing the directive.

The article notes that;

1) The national values and principles of governance in this Article bind all State organs, State officers, public officers and all persons whenever any of them;

(a) applies or interprets this Constitution; (b) enacts, applies or interprets any law; or(c) makes or implements public policy decisions.

Article 227 says that (1) When a State organ or any other public entity contracts for goods or services, it shall do so in accordance with a system that is fair, equitable, transparent, competitive and cost-effective.

“Your letter, therefore, amounts to unlawful instructions and the contemplated action by county government could render all culpable persons liable to the applicable legal consequences including criminal prosecution,” Mbarak said.

The story published by NMG had the headline ‘Eight governors on graft hit list’.

In the story, the publication reported that the anti-graft agency had narrowed down to eight counties in its investigation into corruption.

The Media Council of Kenya, Media Owners Association and Kenya Editors Guild also  criticised the CoG’s move.

President Uhuru Kenyatta is currently chairing a full cabinet meeting at State House, Nairobi.

The head of state  chaired the first Cabinet meeting this year in January.

During the first meeting, the cabinet approved the establishment of a Counter-Improvised Explosive Device Centre (C-IED Centre) at Embakasi Garrison in Nairobi.

In March, Prrsident Kenyatta chaired another cabinet meeting with his Deputy William Samoei Ruto in attendance.

However, the State House later deleted the photos taken during the Cabinet meeting and uploaded to State House’s social media platforms.

Ruto was seated on the right-hand side at the meeting that was chaired by President Uhuru Kenyatta.

The today’s meeting comes at the time DP Ruto had planned to travel to Kisii for a political event.

With State House insisting that the meeting was a full cabinet meeting, DP Ruto might have been forced to cancel his trip to Kisii to attend the meeting.

Earlier this morning, there were running battles in Kisii Town as residents protested presence of crowds mobilized from Bomet to welcome DP Ruto to Kisii town.

Police had a rough time keeping two warring groups apart. Local MP Silyvanus Osoro accused Kisii Governor James Ongwae for emptying truckloads of sewage at Gusii Stadium which woke up to a flooded and stinking grounds after unknown people poured waste on the grounds where DP Ruto was scheduled to hold an event.

Elgeyo Marakwet senator Kipchumba Murkomen has demanded a reserved apology from the People Daily newspaper over a controversial headline made by the daily on Wednesday September 9, 2020.

The former senate majority leader erupted on Tuesday night after coming across the newspaper’s headline.

The mediamax-owned newspaper had featured political leaders who have been hurling insults and hate speeches over the recent past.

In the headlined dubbed ‘Shame of political warmongers’, Murkomen was greatly featured.

This follows his recent social media remarks, plus the sentiments he makes while appearing in televised interviews.

The lawmaker was recently engaged in a public spat with environment Cabinet Secretary Keriako Tobiko, over what he termed as disrespect to Deputy Prrsident William Ruto.  He posted a series of tweets attacking Tobiko, who was forced to respond with insults as well, with him even threatening to kick Murkomen and his father out of Mau forest.

Murkomen also while appearing on Citizen TV’s JKLIVE show said that President Uhuru Kenyatta has an inferiority complex. The lawmaker was attacking the head of state for allegedly sidelining his deputy in government.

However, with all that having been said, Murkomen still argues that he has never said anything bordering hate speech, neither does he condone violence.

In his rant against the People Daily newspaper, Murkomen said that he guards his tongue and chooses his words carefully.

“This is IDIOTIC journalism. How is calling out IDIOTIC behavior of a public servant warmongering?For my ENTIRE LIFE I have never said anything bordering hate speech neither do I condone violence.I guard my tongue&chose my words carefully.I demand unreserved APOLOGY @PeopleDailyKe, ” tweeted Murkomen.

Others put on the spot by the newspaper are CS Keriako Tobiko, Narok senator Ledama Olekina, Emurua Dikirr MP Johana Ng’eno who elicited the debate on hate speech after attacking the first family, Kapsaret MP Oscar Sudi who also attacked the first family while defending his counterpart Ng’eno, and Jubilee party vice chairman David Murathe.

Kenya African National Union (KANU) has parted ways with Emurua Dikirr MP Johana Ng’eno.

Kanu Secretary General Nick Salat on Tuesday September 8, 2020 issued a statement kicking the lawmaker out of the Gideon Moi-led party, vowing to make him resign over his slur against President Uhuru Kenyatta and Mama Ngina.

In a live press conference held at Kanu headquarters in Nairobi, Salat said that MP Ng’eno should look for another party that tolerates his abusive behaviour.

A tough warning was also sent to West Pokot governor John Krop Lonyangapuo, who was accused of disrespecting Kanu party leaders.

According to the party, MP Ng’eno abused the party by hurling insults at former leaders of the party. President Kenyatta was the party’s chairman, and even raised the party’s flag in 2002 presidential elections.

The Director of Public Prosecutions (DPP) Noordin Haji gave a go-ahead for the apprehension and prosecution of the Emurua Dikirr legislator.

In a press statement issued on Tuesday, the DPP noted there is sufficient evidence to initiate prosecution of the MP under the National Cohesiom and Intergration Act 2008.

“On Saturday, 5 September 2020 at Emurua Dikirr Constituency, Narok County, the MP uttered words which were threatening, abusive and insulting words intended or were likely to stir up ethnic animosity amongst communities living within Trans Mara area,” the statement read.

“The conduct of the MP was offensive and was intended and/or was likely to provoke a breach of peace within Trans Mara area,”

The DPP further noted that in respect to public interest, the MP will face criminal charges as his actions may open old wounds and incite different communities against each other.

The MP was arrested on Monday evening at his home in Narok in dramatic fashion that saw hundreds of his supporters trooping to the Emurua Dikirr police station in protests.

The MP will spend two more nights in custody after the prosecution sought to have him remanded to conduct more investigations into his incitement claims.

President Uhuru Kenyatta has appointed Ann Nderitu as Registrar of Political parties. Nderitu is now set to be vetted by National Assembly.Nderitu is among 10 candidates who had been shortlisted for the position.

Nderitu has been holding the post in an acting capacity since August 15, 2018 after Lucy Ndungu’s term expired.

She was competing for the post with Kennedy Mosoti, Murshid Abdalla, Nancy Dalla, Mary Kigen, Edwin Ngetich, Henry Mwenda Rithaa, Edith King’ori, Lukas Mwanza and Sheila yieke.

The Office of the Registrar of Political Parties (ORPP) is a state office established under Article 260 of the Constitution of Kenya, 2010, and the Political Parties Act, 2011.

The mandate of the office, among others, is to regulate the formation, registration, and funding of political parties in accordance with the Constitution and rule of law.

The Act is the primary legal reference for the management of political parties in accordance with Articles 91 and 92 of the Constitution, which envisages well-governed political parties that respect internal democracy and their constitutional status in the Kenyan political system.

There was a heavy police presence in Migori on Tuesday September 8, 2020 as Members of County Assembly resumed sittings with governor Okoth Obado’s impeachment being top on the agaenda.

The impeachment motion is expected to be in the Assembly order paper with a section of the ward reps holding they were ready for the process.

The ouster bid — initiated by the Orange Democratic Party– has been clouded with controversies with several MCAs, fearing for reprisals, allegedly fleeing the county.

They House is expected to begin its business as from 2:30pm.

Some of the MCAs have claimed the mission to kick out Obado may hit a dead end because of the sharp divisions among ODM MCAs, threats, intimidation and fears of a backlash from Migori residents.

The Jubilee MCAs are also torn over the ouster bid, with MCAs skipping a meeting organised in Kuria to rally them behind the ouster bid.

Tension has continued to rise in the county with the Assembly Speaker Boaz Okoth claiming his life is in danger after unknown people attacked him on Friday in his Kisumu house for allegedly hosting MCAs for a meeting.

The attack on the Speaker created a wave of tension in the County with fears of violence ahead of Obado’s ouster bid.

Orange Democratic Movement (ODM) leader Raila Odinga on Monday September 7, 2020 held a meeting with Kakamega County senator Cleophas Malala at his Capitol Hill office in Nairobi.

Taking to his official twitter account after the meeting, the former prime minister revealed that their meeting focused on the revenue stalemate at the senate.

Raila also revealed that they held discussions revolving around the Building Bridges Initiative (BBI).

“Held discussions with Senator Cleophas Malala of Kakamega this afternoon focusing on the Revenue Sharing stalemate and BBI,” Raila tweeted.

Over the weekend, Raila hit out at the  Kakamega Senator after he rejected the third-generation county revenue allocation formula.

The former Prime Minister held a meeting with a section of ODM officials from Kakamega County at the county Governor Wycliffe Oparanya home.

The delegation had spent the night at Oparanya’s residence having arrived there on Saturday, September 5.

Raila questioned whether Senator Malala was elected to represent the people of Kakamega after rejecting the revenue sharing formula.

The party leader argued that when one is elected, they are supposed to represent their people, saying that the senator said he doesn’t want to deny funds to people from other counties whom he is not representing but only the people of Kakamega.

He added that Malala rejects the formula that will have his county getting more funds and noted that it’s not that he loves people from other counties but his own selfish interest.

Raila further called on the Senate to come up with a lasting solution to solve the altercation that he said is now affecting all counties.

Senator Malala had vowed to reject the formula at all costs after he was arrested on Monday, August 17, together with his colleagues Christopher Langat (Bomet) and Steve Lelegwen (Samburu)

Malala said the arrest was a state intimidation over their stand on the controversy surrounding the Counties’ revenue formula.

Deputy President William Ruto wants Jubilee party Secretary General Raphael Tuju and Vice chairman David Murathe out of the ruling party’s leadership positions.

Appearing in an interview with Weru TV on Sunday September 6, 2020, Ruto said  that God would remove Tuju and Murathe from the party’s leadership if people don’t do so.

He said: “Ikishindikana sana tutaomba mungu awaondoe [If we are defeated, we’ll pray so that God removes them]…because they are the biggest threats to us having politics based on ideology, on policy on program rather than having politics that is retrogressive.”

He proceeded: “If there is one thing that Uhuru Kenyatta and I should leave behind is a united strong national party in the name of Jubilee.”

He rubbished claims that he was sidelined in the running of government even after his allies had raised an alarm.

He was asked: “Do you attend cabinet meetings?” he shot back at his host asking him: “How does that concern you? Have you heard that I missed any Cabinet meeting? I attend all the Cabinet meetings as the Deputy President.”

He also didn’t give a decisive answer on whether he supports the Building Bridges Initiative to amend the constitution and introduce a third tier layer of governance.

“Wewe unajua mahali gani ya katiba inabadilishwa? Hiyo ripoti ya BBI wewe umesoma? Hiyo ni maoni yake mimi sijui [Do you know which section of the Constitution is being amended? Have you read that BBI report? That’s his opinion],” he responded.

Business mogul and politician Bundotich Kiprop alias Buzeki on Monday September 7, 2020 visited ODM party leader Raila Odinga at his Capitol Hill office.

Buzeki who was in the company of Cherengany MP Joshua Kutuny held a meeting with Raila, whose details have remained scanty.

The former prime minister took to his official social media accounts to say that he had held the meeting with the duo, but did not reveal the details of their meeting.

This comes just a day after Buzeki clashed with Uasin Gishu governor Jackson Mandago and Kapsaret MP Oscar Sudi.

Buzeki on Saturday engaged in a public spat with MP Oscar Sudi and governor Mandago over 2022 succession politics.

The three met during a fundraiser in Kapseret constituency, Eldoret, where Buzeki insisted he would vie again for the governor’s seat in 2022 and do a better job in ensuring Uasin Gishu becomes a model county. Buzeki lost to Mandago in 2017.

“Mandago, you have done your part and when I take over I will host a grand send-off party for you as you retire. I will then deliver on ensuring unity in Uasin Gishu,” the businessman said.

Buzeki, who was cheered by residents, also criticised some local politicians for repeatedly using DP William Ruto’s name instead of outlining their own performance record.

“Some of you keep on telling us about Ruto everywhere as if people don’t know him. Tell us about your own agenda because everyone here knows Ruto and supports him,” he said.

When MP Sudi rose to speak he told off Buzeki, accusing him of engaging in divisive politics in Uasin Gishu.

“You should seek support without causing divisions among residents of Uasin Gishu,” Sudi said.

He told Buzeki that residents would not vote for him to succeed Mandago in 2022.

Sudi claimed that Buzeki had sold his dairy company and was not the right person to talk about improving the economy of the region.

“These people are not telling you the truth because they will not vote for you come 2022,” Sudi told Buzeki.

Mandago, who spoke last, asked Buzeki to go slow on his political ambitions. The governor said politics would keep on changing, especially if the BBI leads to constitutional changes.

“If BBI will go through, then we will likely have a new Constitution and I will be back seeking to be elected again. I will be back for another fresh term, and I am sure I will win. Buzeki, please go slow because I am not going anywhere,” Mandago said.

He told Buzeki to stop relying on brokers believing they would help him win the governor’s seat.

“Those brokers you go round with are just interested in your money and will not help you with anything. Deal with residents of this region and go slow,” Mandago said.

Deputy President William Ruto seems to have owned up the ‘clerk’ tag, just days after environment cabinet secretary Keriako Tobiko launched a stinging attack against him.

On Friday last week, a furious CS Tobiko referred to DP Ruto as just a ‘mere clerk’ to President Uhuru Kenyatta. Tobiko was responding to Elgeyo Marakwet senator Kipchumba Murkomen who had launched a series of attacks against him on social media.

Tobiko accused Murkomen of lack of respect, arguing that the DP, who is just a mere clerk to President Kenyatta should also respect the head of state.

Murkomen had earlier on claimed that Tobiko was just a mere clerk in Jubilee government.

“Tobiko you are a mere clerk in Jubilee government. You forget so fast that you became a CS because the President was trying to get rid of you from the office of DPP….” The tweet read

With Tobiko having referred to DP Ruto a mere clerk, the second in command on Sunday September 6, 2020 stepped out donning a cap branded “The hustlers clerk”. He was on a tour in Athi River, Machakos County.

The black cap had the yellow text imprinted on it.
