Bungoma County

Last year, Bungoma County senator Moses Wetang’ula was on spotlight in the wake of the fake gold scandal. The scandal led to the Ford Kenya party leader’s past dirty deals to resurface.

This led to a re-examination of Wetang’ula’s controversial political career online. Ex-Nairobi gubernatorial aspirant Dr Miguna Miguna posted Wetangula’s top five scams. But was that all?

In December 2019, Wetangula warned Bungoma Governor Wycliffe Wangamati over his alleged cartels who had been ‘awarded’ most of the county tenders and contracts.

Wetangula, who spoke to the press at his Kanduyi home in Bungoma town , said the Senate was investigating claims of over Sh100 million fraud in Wangamati’s office.

His claims came amid a looming breakout between Wangamati and his party boss. But what is the genesis of all this?

Well, emerging details have yet again exposed Wetangula’s dirty deals that has led to the fall out with Governor Wangamati.

1)TAX SYSTEM FRAUD

A week after election, Wetang’ula called Governor Wangamati and told him they set a new tax collection system for the County, where every ten shillings collected, 7 bob goes to the County coffers, and 3 bob to a separate account to be managed by Wetang’ula.

This would translate to 30 million on every 100 million collected to be pocketed by Wetang’ula, who claims “this is my Ford Kenya government “. The Bungoma County chief refused.

2)CHOPPER DEMAND

Second demand was to get him a chopper from Russia or Ukraine at 400 million. Governor Wangamati said no.

3)KIBRA BY-ELECTION FRAUD.

After the demise of Ken Okoth, by-elections were called in Kibra, and most political party leaders saw it as an opportunity to flex their muscles. Wetang’ula couldn’t be left out.

Everyone knew the Ford Kenya candidate was a non starter. But the party leader demanded funding for his candidate from the County government. The Governor and his ministers had to fund raise from personal pockets.

  • CECs 600k
  • Bungoma Majority leader 100k
  • DG Trans Nzoia County 50k
  • MCAs Trans Nzoia 500k
  • Kakamega Governor Wycliffe Oparanya 500k
  • Ford Kenya MCAs 300k
  • Governor Wangamati 1.8m

All these moneys went directly to the party leaders pocket. How many votes did he garner? 200 votes in an election that had 600 party agents in Polling Stations.

4)DEMAND FOR A NEW PRADO

Wetang’ula is said to have sent MPs, MCAs, CECs and even religious leaders to talk to the Governor to buy him a PRADO befitting his status as party leader. It is public knowledge.

When finally the Governor gave in after religious leaders insistence, he uses his attack dogs to claim he was being bribed. All the above mentioned leaders can bear witness that Wetang’ula has send them on several occasions to demand for a PRADO.

5)2MILLION PER MONTH FROM THE GOVERNOR.

Wetang’ula has always told the Governor that he facilitates his political activities to a tune of Ksh 2 million per month. The Governor has been giving him once in a while but not monthly as demanded because the Governors net salary is 950k only.

Last Sunday, he was given the money in pretence that he is going to call a party officials meeting and stop unnecessary wrangles in the County Assembly. He then used the same money to ouster his Majority leader.

Apart from the above long standing demands, he now hates Governor Wangamati with a passion just because he was picked as the Western Coordinator of BBI instead of him.

President Uhuru Kenyatta could not trust him because he was visiting State House during the day, and Sugoi to pick brown envelopes during the night.

Now he blames his Governor for being trusted by the President instead of him, and hence the current wars.

Bungoma MCAs have been summoned by the Bungoma EACC detectives to give their side of the story over the alleged squandering of money meant to help curb the Covid 19 pandemic.

It is now being alleged that the MCAs received irregular allowances from the jerrycan scandal amounting to Ksh 2 million.

The money which was allegedly given as a donation from the World Health Organization(WHO) is said to have been shared among the MCAs to go slow on the scandal.

Twelve MCAs were on May 13, interrogated and the exercise is set to continue.

According to a Ford Kenya MCA who sort anonymity, the allowances came from the World Health Organization for the purpose of training and sensitizing the public on how to fight the Covid-19 pandemic.

“We were duped to sign for the money knowing that it was the money meant to sensitize on Covid 19,”said the Ford Kenya MCA.

Bungoma county government officials adversely mentioned in the scandal have also been summoned by the EACC together with the six MCAs who did not take illegal allowances to explain what they know about the scandal.

The MCAs who refused to take the allowance are the members of the county assembly health committee who had vowed to investigate the issue and recommend for prosecution of the perpetrators.

The MCAs had asked Bungoma governor Wycliffe Wangamati to clear himself after admitting in one local vernacular station during an interview that indeed money had been misappropriated, by taking legal action against the county officials who had taken part in the embezzlement of funds

The County chief has hence asked the county assembly to cooperate and investigate the matter to the later.

The chairman of the health committee Makari said that there was enough evidence to show that Ksh 11.9 million had been taken from Webuye and Bungoma referral hospital illegally and misappropriated by senior county officials.

Wangamati had earlier on twisted the claims saying that the alleged purchase  600 20-litre jerrycans at Ksh 10,000 each was false peddled by his detractors to undermine his government and efforts.

The chairman of the health committee George Makari, who is the MCA Musikoma ward, vowed to investigate the scandal.

However, anti-riot police chased them away from the county assembly premises where they had planned to carry out their investigation.

County government officials who included Health CEC Antony Walela, his chief officer Patrick Wandela and Bungoma county referral hospital medical superintendent David Kunikina had been summoned before the committee.

Others adversely mentioned include the director for special programs Caro Buyela and the acting chief officer for finance.

Bungoma county assembly was on fire Thursday May 7 when the members of the county assembly engaged in a very heated argument after the plan to impeach leader of the majority failed.

This came after the two sides, those supporting the motion and those against it failed to control their emotions leading to chaos, insults and fist fights, the county assembly turning to a wrestling ground.

Majority of MCAS had signed to impeach leader of the majority Florence Wekesa on what they termed as failing on her duties and conspiring with the executive and. 36 MCAs had appended their signatures to help kicking out of Mrs. Wekesa who is also the Maeni Ward MCA while 11 MCAs were supporting her.

Members of the majority party in the house; led by Ford Kenya want Mrs. Wekesa out for failing to play her role and being manipulated by the executive.

They further called out the assembly speaker Emmanuel Situma for also colluding with the executive disregarding his role as the assembly prefect.

The members had convened to extend the recess and they also wanted to table the motion to kick out the majority leader but it seems the speaker was bit elusive and was siding with the minority members who were supporting the majority leader.

The MCAs had proposed Tuuti Marakaru ward MCA Joseph Juma Nyongesa to take over as the majority leader replacing Mrs. Wekesa.

Nyongesa said that when the health committee members were stopped by the armed anti-riot police officers from interrogating members of the executive on their role in purchasing the most expensive jerrycans at Ksh. 10000 per 20 litre she went silent and never commented on the incident.

She was also accused of failing to convene a meeting to discuss on how they should have shared the Sh 100million from then assembly kitty meant for special programs in fighting Covid-19.

“She has failed us and so we have collected enough signatures and will be impeached through hook or crook, we can’t pretend to help Mwananchi yet we are colluding with the executives and failing in our oversight roles,” said Nyongesa.

However, Mrs. Nyongesa contradicted their sentiments saying that she has played her role very well as the leader of majority something that has united both the assembly sand the executive.

“Those fighting and want me out feel that I have been an obstacle for them to achieve their selfish interests. I am still the leader of majority at the moment and I will serve Ford Kenya well and ensure that the party grows,” she ranted.

Kenya has confirmed a highest number of coronavirus cases in a single day.

Health Chief Administrative Secretary (CAS) Rashid Aman on Sunday May 3, 2020 while giving the daily Covid-19 briefing at Afya House confirmed 30 new cases.

The CAS said that the cases came from the mass Covid-19 testings that kicked off in Nairobi’s Kawangware area, Eastleigh area and Mombasa.

CAS Aman said that out of the 30 new Covid-19 cases recorded today, 19 are from Mombasa, eight from Nairobi, two from Bungoma and one from Kitui County.

Bungoma has now joined the 16 Counties that have so far registered Covid-19 cases. The new cases are truck drivers.

Two more Covid-19 patients have also died, bringing the total number of fatalities to 24.

However, CAS Aman announced 15 more recoveries.

The CAS further urged Kenyans in the targeted high risk areas to come out and show up for mass testing to help contain COVID-19.

He has said that the testing is free and Kenyans should take advantage of this since in other counties people are unable to be tested as much as they would like to.

Bungoma county roads CEC Collins Mukhongo has expressed his satisfaction towards the ongoing construction of the dual carriage way which had been left unattended to since the 1970s with the growing population now seeing Bungoma county with over one million people.

Speaking to Dailytrends.co.ke from his office on Tuesday April 28, he noted that the progress is so far good and on time, and it currently stands at 25% and approximately by the end of the year 2021 it will be done and set.

This comes after the Kanduyi-Musikoma dual carriage way project was launched on 12th of May 2019 with 1.3 billion shillings being allocated for the project.

The 6.5km dual carriage way was estimated to take 24 months to construct.

Touching on the bridges following a recent incident that got one boda-boda member losing his life at Siritanyi on Namisi river after drowning, Mr Mukhongo noted that as a county the requirement for bridges is 97 bridges and so far, 17 have been done.

He went further to note that the budget for bridges is quite expensive hence the smallest bridge can cost around 5-6 million approximately and the bigger one can go up to Ksh 30 million plus , and so it is advised to have some money for world based programs and so members of the county assembly are expected to prioritize such bridges because every ward is allocated between 13 and 15 million shillings every financial year and its expected that those kind of bridges fall under that category.

On other roads the CEC noted that the county government is collaborating with the likes of KENHA, Kenya Rural Roads Authority (KERRA) and the Kenya Urban Rural Roads Authority (KURRA)to see the success of transportation in the county of Bungoma.

He finalized by urging all the Bungoma county residents to be vigilant in the prevention of  Covid-19 by washing hands frequently, wearing masks and staying at home as much as possible.

Ethics and Anti-Corruption Commission (EACC) has demanded documents over suspicious procurement of food and medical equipment—as well as hiking of prices, which have emerged as the most common avenues abused by corrupt county staff to skim off public resources.

A total of six counties are now on EACC radar over alleged misuse of funds meant to fight the Covid-19 pandemic.

Among the six Counties is Bungoma, where common jerrycans used for carrying water were bought at Sh10,000 each, Kilifi over the Health ministry’s expenditure and a county in North Eastern Kenya where the probe has just began.

On Sunday, EACC executive officer Twalib Mbarak told a local daily he is focusing on claims of inflated prices, conflict of interest where unscrupulous officials are said to have awarded inflated tenders to relatives and cronies as well as cases where firms are supplying less than the agreed order.

“The expenditure is the most vulnerable where there are county officers who do not have integrity. They are taking advantage of the situation but we are tracking them and they should know that crime doesn’t expire.Even after the pandemic, we still go for them,” Mbarak told the local daily.

Further, the EACC is investigating claims of supply of substandard goods and services, and poor planning by counties, leading to wastage. For example, some county officials are installing too many sanitising jerrycans in public places without water and soap.

The purchases, Mbarak said, awere sanctioned by corrupt officials who detectives suspect are getting fat kickbacks from suppliers who are being picked through direct procurement and single sourcing.

The EACC chief said immediately coronavirus became a crisis, and with counties being deeply involved in mitigating the spread, the agency anticipated that corrupt officials could take advantage to steal public resources.

Yesterday, however, Machakos Governor Alfred Mutua defended county officials against accusations of using the pandemic to misappropriate funds, saying their actions were guided by Gazette Notice Number 53 signed on April 2 on asset disposal.

However, according to multiple sources, direct procurement and single sourcing which had been allowed since the pandemic broke, had opened avenues for corrupt officials including governors, to dish out business to their cronies and relatives.

The tenders mostly involve supply of foodstuff, medical supplies and equipment to promote hygiene such as hand washing containers and sanitisers and expenditure in health departments.

To this effect, EACC sent a circular to Council of Governors chief executive Jacqueline Mogeni and copied it to Council of Governors chair Wycliffe Oparanya, asking counties to ensure corruption loopholes are sealed.

“The commission will be keenly monitoring the utilisation and management of public resources by all county governments and State agencies to avert any loss or misuse of public resources during the current extra ordinary period,” said Mbarak’s letter, copied to the Head of Public Service Joseph Kinyua.

But it appears the advice was ignored and some counties, which have been announcing that they had set aside millions to fight the pandemic by equipping hospitals, promoting hygiene and donation of food, are taking advantage of the virus to siphon public funds.

For instance, Bungoma county headed by Governor Wyclife Wangamati, allegedly bought 600 20-litre jerrycans at Sh10,000  each to distribute to residents in a hand washing drive, and the EACC boss said there are similar reports from other counties.

In the Amason Kingi-led Kilifi county, Mbarak said they were probing tendering transactions in the Health department, noting that they had asked for relevant documents to facilitate investigations.

The North Eastern county, which Mbarak did not name, is said to have drafted a Sh450 million budget to fund Covid-19 activities, but according to the EACC chief, the itemisation does not make sense and could be a ploy to facilitate theft.

Thirty youths were over the weekend arrested in Bungoma while having a party in one of the County employee’s house.

The youths who had defied the government’s directives on containing Covid-19 were busted on Saturday while enjoying some bottles of liquor, with some managing to escape the arrest by running away.

The 30 were arrested for not adhering to social distancing regulations as the country fights the spread of the coronavirus disease.

Sources at Bungoma Police Station said the 30 youths were arrested after members of the public raised concerns over their conduct.

The group was later released on a free bond after a stern warning against gathering in public for as long as the virus continues to wreak havoc in Kenya and across the world.

Some were charged for only being drunk and disorderly. Bungoma social media and local radio stations have send panic following their release.

According to the rules set by the Ministry of Health, anyone arrested for defying the national dusk to dawn curfew and not adhering to the social distancing regulations should be arrested, charged and taken into a mandatory quarantine.

Health Cabinet Secretary Mutahi Kagwe said anyone found defying the dusk to dawn curfew is assumed to have been exposed to Covid-19, and should therefore be quarantined for 14 days at his/her own costs.

Bungoma residents are now requesting County Commissioner to rearrest the 30 youths and quarantine them. The irate residents have also threatened to burn the houses of the released youths should they not get rearrested.

They have also urged CS Kagwe to intervene and ensure that an action is taken against the youths, whom they now say are posing a great danger to the community.

A local youthful MCA who is a member of the Bungoma Health Committee requests for the guarantee of the Bungoma populace by quarantining the party goers

One of the youths is believed to have some travel history. He has traveled far and wide and is back in the country for a holiday.

Our efforts to contact the CEC Health and Police Boss in Bungoma have been futile.

Governor Wycliffe Wangamati-led Bungoma County Government is once again on the spot for procuring mattresses and sterile gloves at a cost of Ksh.10,000 a pair.

This is a move taken by the county as part of its activities to combat Covid-19 that has bow hit the Country.

The allegations of the county procuring mattresses and sterile gloves at an exaggerated price come amid claims that the county chief procured 600 20-litre jerrycans at a cost of Ksh 10,000 each.

Wangamati was early this week put on the spot by Members of County Assembly over the misappropriation of Ksh. 6 million meant to combat COVID-19 in the county.

Speaking to members of the press on Tuesday, the Bungoma County Assembly Health committee accused the County governor Wycliffe Wangamati of sabotaging the probe on the allegations.

This is after senior officials and the county referral hospital superitendant failed to appear before the committee to answer the claims.

The committee chair Mr. George Makari expressed his disappointment after the committee secretariat was ordered not to appear for the grilling further accusing the house leadership of conspiring to cover up the scandal.

MCAs Tony Khaoya, Joseph Maguda and Aggrey Mulongo said the county government was involved and further threatened to initiate an impeachment motion against governor Wycliffe Wangamati.

However, Governor Wangamati on Saturday April 11, 2020 distanced himself from allegations of mismanagement of the said funds.

Addressing members of the press at the county offices, governor Wangamati expressed his disappointment over the issue terming it as inaccurate and misleading.

He went ahead to refute the claims clarifying that the county government distributed 368 120- litre jerrycans that were donated to them by well wishers and friends of the county to a few markets in the county.

“Let it be known that we don’t have 600 Jerry cans out there,we have 368 which were donated in a few markets and other public places. Let it also be known that the Jerrycans in question are not 20 litre, they are 120 litres.

“The 600 are the markets we had earmarked to receive atleast a jerican each. I challenge anybody with evidence to contrary or to effect that any officer in my government paid 10,000 Kenya shillings for a jerrycans to bring it forward or take it to EACC,county assembly and other relevant authorities,”he said.

He further noted that the county has received more donations including an assortment of PPEs,training in kind and sanitizer and also urged friends of goodwill to come in and help.

He called upon people to unite instead of creating scandals where there is none to settle meaningless scores.

Bungoma County is again on the spotlight for yet another bad reason.

The Bungoma county government is on the spot over the misappropriation of Ksh.

The MCAs further accused Wangamati of purchasing a total of 600, 20-liter jerrycans at a cost of 10,000 each. If this is true, then this will go down as another grand ripoff by the leadership of Bungoma County.

Currently, a 20-liter jerrican retails between 100 and 120 shillings. This means that the price of each jerrican was inflated by 8250 percent.

Lwandanyi Ward MCA Tony Barasa said that all efforts by a section of MCAs to get answers from the Governor concerning the procurement of the containers have gone unanswered.

The MCAs have also claimed that some of the officials at the county of Bungoma are using the fight against Covid-19 to inflate prices of goods, some of which are not even purchased.

Governor Wangamati and his government are said to have procured the jerricans to help residents of the county maintain hygiene by washing their hands using soap and water to prevent the spread of Coronavirus.

This is not the first time for such “funny” scandals to hit Bungoma County. Former Governor, now Senate Speaker Ken Lusaka was accused of purchasing wheelbarrows at the cost of more than 100,000 shillings each.

Bungoma County assembly health committee is crying foul over what it terms as sabotage from the house leadership and the County Governor Wycliffe Wangamati’s interference in their mandate execution.

Led by the committees chairman Hon George Makari, the members said they had summoned Bungoma County referral hospital superintendent and other signatories who were involved in the alleged misappropriation of over six million shillings meant to combat corona virus in the County.

He said they were perturbed to learn that the committee secretariat were ordered not to appear to facilitate the committees grilling exercise saying definitely the house leadership was involved in the whole saga.

Hon Makari said it was important to have the committee carry out its mandate saying the residents at the grass root level had faith in them before electing them and they are supposed to perform their over sight duty without failure.

Lwandanyi Mca Tony Khaoya expressed his concern saying its evidently clear that Bungoma County Governor has a hand to do with the sabotage saying they are using the Corona virus rules to shield the truth.

“The appetite of looting in the County is very high and it s unfortunate that ordinary citizens have to give out everything they have to access services at the hospital yet someone comes to loot” he lamented

Bungoma township Mca Joseph Maguda adding that the County executive has decided to sideline them in carrying out important County activities saying it has created a bad working relationship.

Kibingei Mca Aggrey Mulongo threatening to initiate an impeachment motion in the house against the speaker saying he has failed to provide an independent leadership that is expected of him.

Bungoma County has kicked off a local production of face masks.

This is in a bid to ensure that the residents get more masks to protect themselves from the novel Covid-19.

The face masks that are set to be distributed across the county are being produced at Wekelekha Vocational Training Centre.

They have been branded “Made in Bungoma”, and are a product of a licence and certification from Rivertex.

According to Bungoma Governor Wycliffe Wangamati, the centre will be making up to 10,000 face masks per week.

In adapting the masks to the community, the masks are reusable after washing and sanitizing, a fact that responds to the challenge of costs associated with the disposable ones.

The products will be given out for free to Boda Bodas, Mama Mboga, Matatu operators as well as County Government employees.

Wekelekha is one of the 10 VTCs being upgraded into Centre of Excellence as part of Governor Wangamati’s push to up-scale the training of technical skills in the County.

In January, the Centre started making County uniforms, including those for nurses, ward admins, Sub County admins and Enforcement Officers.

In what tells of the institution’s potential, the Centre delivered naval white ceremonial uniform for a full parade in a record 24 hours.

He assured the residents of Bungoma that more funds will be directed into health which will see some projects finished like building 100-bed capacity hospitals one in Bumula and another one in Naitiri.

He expressed his satisfaction towards the coming up of devolution noting that it’s the best thing that ever happened in Kenya.

“The best thing that happened to Kenya is the 2010 constitution. A shilling spend at a national level compared to a shilling spend in the county government, a shilling in the county government level is more accountable and more transparent because at the county there are so many eyes looking at that shilling where its being spend.

“It is what is revoking us to vote in the building bridges initiative because we want more resources to come down for it will make it easier in increasing resources from national government to county government.

“When am here as a governor I understand the issues of Bungoma county better than a cabinet secretary sitting in Nairobi and so accountability and transparency is better at the county level and that’s why we are emphasizing on voting in BBI,”he noted
