Government spokesperson Colonel (Rtd) Cyrus Oguna has been forced to issue an update on Covid-19 regulations after politicians seemed to have resumed political rallies.

Through his official social media handles, Oguna appealed to the members of the public and the political class to continue adhering to the stipulated Covid-19 regulations.

He reiterated that all public gatherings including political rallies remain suspended in the country to cut the chain of transmission and reduce the rising cases of the deadly coronavirus.

“We appeal to members of the public, including the political class, to adhere to the stipulated #COVID19 regulations. As a reminder, all public gatherings, including political rallies remain suspended. This is to ensure that we cut the chain of transmission and reduce the rising cases of #COVID-19 infection in the country,” he tweeted.

Over the weekend, the Okoa Kenya Alliance (OKA) leaders and their allies retreated to Naivasha to discuss their political path ahead of 2022.

At the same time, ODM leader Raila Odinga and his team were in Nakuru county on Tuesday August 17, where Raila addressed a road-side rally.

Deputy President William Ruto on the other hand has been meeting different political leaders at his Karen residence in Nairobi to chat his political path ahead of 2022 presidential polls.

The acts have caused an uproar among netizens, who have now flocked social media to demand for the lifting of the curfew.

Elgeyo Marakwet senator Kipchumba Murkomen has torn into government spokesperson over Kariobangi and Ruai evictions.

Murkomen on Wednesday June 17, claimed that the National government smokes something special.

The former senate majority leader was responding to government spokesperson Cyrus Oguna’s take on the Kariobangi and Ruai demolitions that left thousands of families homeless.

In an interview with NTV, Oguna said that the government is concerned about the demolitions in Kariobangi and Ruai that have left hundreds of people homeless, and that a committee was put up to look into the matter.

However, Murkomen claimed that the government that paid allowances to police officers to demolish houses of poor people leaving them homeless is now paying allowances to the big boys to to look into the matter.

According to Murkomen, it is hard to convince someone that the government does not smoke something special.

“The government that paid allowances to police officers to demolish houses of poor people leaving them homeless is now paying allowances to the big boys to to look into the matter. Then someone tells me the government doesn’t smoke something special. Nkt,” Murkomen tweeted.

On the morning of 4 May, despite a court order issued the day before restraining authorities from conducting the eviction, around 8,000 persons were forcibly removed from Kariobangi and their houses flattened.

The Kenyan Government had only notified them verbally 24 to 48 hours in advance, and had not taken any measure to provide them with food, temporary shelter, access to water and sanitation or any type of compensation. Thousands of people are currently homeless and in need of urgent assistance.

On 15 May, more than 1,500 people were forced out of their homes in Ruai at night, during curfew hours and in heavy rainfall. Affected families were not provided with shelter and have been sleeping out in the cold under the rain.

The demolition of the structures in Kariobangi was carried out by the Nairobi City Water and Sewerage Company in a bid to reclaim the land where more than 5,000 families have been living since 2008.

Kenya has registered the highest number of Covid-19 positive cases in a single day.

The government in a statement issued on Sunday May 17, 2020 through government spokesperson Cyrus Oguna confirmed 57 new positive cases of coronavirus disease.

The cases were confirmed after a total of 2,198 samples were tested in the last 24 hours, raising total number of positive cases in the country to 887.

Of the 57, 34 were male while 23 were female.

“The youngest of the cases is a 2-year-old while the oldest is 61 years. Cumulatively, we have so far tested 43,712 samples,” the statement reads in part.

The distribution of the cases by counties is as follows: Mombasa (35), Nairobi (17), Kajiado (3), Kwale (1), and Kitui (1).

“We are happy to note that 12 patients have been discharged from hospital, bringing the total number of people who have so far recovered from Coronavirus to 313,” the press briefing signed by Oguna further reads.

Another 12 Tanzanian truck drivers tested positive at the border testing facilities over the last  24 hours, the latest report revealed.

11 of them were captured at the Lunga Lunga Border while 1 was identified at the Taveta Border, with the Ministry confirming that all 12 truckers were referred back to their home country.

Kenya Films and Classification Board (KFCB) CEO Dr Ezekiel Mutua has strongly opposed a lock down in Kenya as a measure of containing COVID-19.

The moral cop through his official twitter account on Monday termed the lock down as a bad idea.

Mutua who demanded to know the people pushing for the lock down noted that majority of Kenyans live from hand to mouth, and a lock down would be a bad idea for them and their relatives.

He cited that the government should only come up with the lock down as a solution after coming up with a plan to feed Kenyans who will be affected.

“Who is pushing this lockdown crap and why? Salaried people sitting in the comfort of their homes can pontificate to others about lockdown. Those who live from hand to mouth or have relatives and friends who do, a lockdown is a bad idea, unless there’s a plan to feed the people!” he posted.

However, while appearing in a video interview at K24 TV in a show dubbed punchline on Sunday night, government spokesperson Cyrus Oguna said Kenya has not yet reached to point of locking down.

Oguna said that the country is not yet ready to declare a lockdown since the cases have only been reported in seven counties, with most of them concentrated in one county.

“The first factor would be the eruption of infections sustained in many counties and the health systems are overwhelmed. Right now we are talking about 7 counties,’ he said.

Oguna was clear that locking down the nation is not a one man decision, citing that all government agencies have to put their heads together before coming up with such a decision.

Instead, he said that they were urging people to obey the directives issued by the government to ensure that the number of confirmed cases remain the way they are.

Currently, Kenya has recorded a total of 142 confirmed coronavirus cases, with four recoveries and four deaths.

The Government has finally cleared the air on possible lock down of the country as a measure to contain coronavirus pandemic.

Kenyans have been speculating that the country is planning for a lock down, with some Kenyans speculating that the possible lock down could start this week.

However, while appearing in a video interview at K24 TV in a show dubbed punchline on Sunday night, government spokesperson Cyrus Oguna said Kenya has not yet reached to point of locking down.

Oguna said that the country is not yet ready to declare a lockdown since the cases have only been reported in seven counties, with most of them concentrated in one county.

Oguna said the coronavirus situation is not dire enough to be categorised as a national disaster.

Further, Oguna said that even if a lockdown is ordered, it may not be a total lockdown of all the 47 counties.

So far, Kenya has had a total of 142 confirmed coronavirus cases, with four recoveries and four deaths.

The Kenyan government has issued fresh orders in a bid to stop the spread of the coronavirus pandemic.

All Public Service Vehicles (PSVs) plying Nairobi routes and other parts of the country have been ordered to carry less passengers.

Health Cabinet Secretary (CS) Mutahi Kagwe on Friday ordered matatus to carry less passengers in the fight against the most dreaded coronavirus.

Addressing the media from Afya House in the company of government spokesperson Cyrus Oguna, Kagwe said 25 seater PSVS should carry 15 passengers only.

He further noted that 14 seater matatus are supposed to carry 8 passengers only. This is in a move to maintain social distancing.

“Fourteen seater matatus should carry eight passengers only,” he said.

 This also applies to Standard Gauge Railway.   CS Kagwe said this is effective beginning Monday, March 23, 2020.

He also ordered that all entertainment areas, bars and social case are to close by 7 :30 pm everyday effective Monday.

Supermarkets have also been directed to limit the number of customers entering their premises at a given time.

All hospitals have also been ordered to limit the number of visitations.

CS Kagwe also noted that travel into the country have been restricted to Kenyan citizens and foreigners with valid resident permits, who must self quarantine for 14 days failure to which they risk arrest and prosecution.

The government has commenced generation nd issuance of Huduma Namba cards and electronic Identity Cards.

This is after the High Court on January 30 agreed to the roll-out of the National Integrated Identification Management System in favour of the government.

The schedule for the roll out of the process is set to be announced later.

A three-judge bench ruled on Thursday that Huduma Namba is lawful.

The justices did, however, note that the collection of DNA and GPS data were not only unconstitutional but also intrusive and unnecessary.

In a statement on Friday, Spokesman Cyrus Oguna said the ruling allows the generation of Huduma Namba to eligible Kenyans who registered.

Oguna said they will give Scheduled dates for the collection and issuance of the cards.

In February last year, a petition was filed challenging the implementation of NIMS barring the government from proceeding with the generation of e-ID.

The case was filed by the Kenya Human Rights Commission (KHRC), the Nubian Rights Forum and the Kenya National Commission on Human Rights (KNHCR).

They questioned the implementation of a digital platform that will digitise and centralise records of vital life events of citizens and foreigners in Kenya.

The Kenyan government has finally revealed why embattled lawyer Dr Miguna Miguna is unable to travel back to Kenya after all court the orders he has acquired.

Government Spokesman Cyrus Oguna says Miguna Miguna has declined to get proper documentation to travel to Kenya.

Oguna in a press statement released on Wednesday has told Miguna Miguna to obtain a Kenyan passport at any of the country’s missions.

Oguna says that International Civil Authority Organization (ICAO) requires all passengers to have valid travel documents, which Miguna has declined.

He says Kenyan missions abroad are free and willing to assist Miguna Miguna.

Oguna further noted that Miguna was categorized as an unruly passenger by ICAO following the drama he caused at Jomo Kenyatta International Airport during his first return attempt.

“His unruly behaviour was seen to have the potential of threatening category A1 status of JKIA which took the country a lot of effort and work to achieve,” he said.

He said as a result, in accordance with the Annex 17 of the Intentional Civil Authority Organisation, JKIA made recommendations that allow prohibition of unruly passengers.

“This category certifies that we have put in place all necessary safety and security measures in all our airports. This is an accomplishment that we are committed to jealously protect,” Oguna said.

Oguna said Miguna is free to enter Kenya once he gets his passport, but added that the lawyer has not made any effort to visit a Kenyan mission to obtain one.

The Kenyan government has spoken on claims by exiled lawyer Dr Miguna Miguna that it had issued a red alert that has barred him from travelling to any African Country.

Miguna on Monday morning claimed he has been barred from boarding a flight from Frankfurt Airport to Nairobi due to red alert issued by the government Kenya.

However, government spokesperson Cyrus Oguna says Miguna is free to travel back to Kenya on President Uhuru Kenyatta’s assurance.

Oguna said the Foreign Affairs ministry will handle the red alert issue.

President Kenyatta had earlier said that his government is keen on freedom of expression, and any Kenyan is free to enjoy the freedom.

The Immigration Department also on Monday said it will comply with a court order to facilitate the return of Miguna Miguna, who was deported in 2018, over the swearing-in of NASA leader Raila Odinga following a repeat Presidential election in which President Kenyatta was declared the winner.

Miguna was deported for taking part in the swearing-in, and trying to mobilise Kenyans into a revolution, state officials said at the time.

In a statement issued soon after the High Court ordered government officials to ensure Miguna is facilitated, Immigration Department Director-General Alexander Muteshi said will not be barred.

“This is to confirm that in compliance with court orders issued on December 14, 2018, the Directorate will facilitate Dr Miguna’s entry into Kenya,” Muteshi said.

Aerial spraying of locusts that have ravaged northern Kenya will begin today (Saturday), government spokesperson Cyrus Oguna has said.

Wajir’s agriculture chief officer Noor Mohammed had earlier said a helicopter had been dispatched to Mandera for aerial spraying.

Locusts invaded parts of Wajir and Mandera five days ago from neighbouring Somalia.

Affected residents had resorted to shouting, honking of vehicles, striking metallic objects and whistling to get rid of the insects that have left a trail of destruction in their wake.

According to reports, other residents recited the Koran to get rid of the flying pests.

In some areas, police, who were providing security to residents, were seen shooting in the air to scare away the locusts.

The invasion is threatening to wipe out much-needed animal pasture.

By Wednesday evening, the swarms had migrated into Marsabit County.

However, another colony of desert locusts migrated into northern Kenya from Ethiopia on Wednesday evening.

Reports indicate that the flying pests got into the county via Bute and Gurar areas in Wajir North before settling seven kilometres from Bute town.

Kenyans are gearing up to participate in the 2019 national census, which kicks of on Saturday evening. While Kenyans are keeping an eye on government’s directive of having all bars and clubs closed by 5:00 pm on Saturday, there are other things that they should be careful with to avoid heavy fines and jail.

Did you know some of the actions that might land you in jail during the census exercise?

Well, National government spokesman Cyrus Oguna emphasized that households should provide accurate information in the exercise or risk getting fined or jailed.

“It is important for households to provide the accurate information. It is illegal not to do so and you can face a jail term of six months or a fine of Sh500,000 or both,” he said.

The ‘Big Count’ starts on Saturday at 6pm. The counting shall continue until August 31.

After the night of August 24 and 25, people will be counted with reference to where they were on those two nights. That then becomes the reference night.
