Homa Bay County Governor Gladys Wanga has fired her chief of staff, Charles Odhiambo, days after she dismissed claims of an alleged affair with him as baseless propaganda.

In a letter dated March 28, 2025, that has been seen by Daily Trends, Governor Wanga accuses Odhiambo of gross misconduct, unethical conduct, and/or insubordination, that she says had brought disrepute and dishonour not only to his office, but most regrettably to the County Government of Homa Bay the Office of the Governor.

According to the letter, the termination of the contract takes effect immediately.

“The contract of your employment Ref. No. HB/PSB/APP 2022/90/VOL1/1 dated 22nd Novemzier 2022, obligates you to uphold the Constitution of Kenya, the Leadership and integrity Act and the Public Service Code of Conduct. In specific terms is provided in your Contract that af all times without equivocation you are to uphold values and principles of good governance of the public service set out at Article 232 of the Constitution, that you hold your office in public trust in accordance with Article 73(1)(2) and (iv) of the Constitution in a manner that brings honour to the nation and dignity to the office and promotes public confidence in the integrity of the office, and lastly that you will uphold the Code of Ethics set out in the Leadership and Integrity Act,” the letter read in part.

“I take great exception to the fact that your recent conduct, through your acts of commission and/or omission amounting to gross misconduct, unethical conduct, and/or insubordination, has brought disrepute and dishonour not only to your office but most regrettably to the County Government of Homa Bay and notably the Office of the Governor, in which you serve as Chief of Staff. In the circumstances, your continued service as my Chief of Staff is no longer tenable, and your contract of employment is hereby terminated with effect from the date of this letter.”

Wanga further notes that Odhiambo would be paid up to the date of his contract’s termination, one month’s salary in lieu of notice and accrued gratuity.

“In accordance with your Contract of Employment you will be paid your salary up to the date of termination, one month’s salary in lieu of notice and accrued gratuity. Your final dues will be processed in accordance with the Public Service Human Resource Manual,” Governor Wanga stated.

Gladys Wanga denies affair with Odhiambo

This comes days after Wanga dismissed claims of an alleged affair with Odhiambo as baseless propaganda.

In a statement on Monday, March 17, Wanga while in New York, brushed off the allegations and reaffirmed her focus on official duties.

“Chilly morning here in New York as we wind up our week-long meetings at the Commission on the Status of Women (CSW). Stop the propaganda. Fortunately, I’m battle-hardened, focused, and undeterred. Blessed week ahead,” she stated.

Wanga spoke after reports went viral on social media that Odhiambo had been hospitalised after being attacked by goons allegedly sent by her husband.

At the same time, Odhiambo refuted claims that he was hospitalized in the ICU after being attacked by goons.

Speaking during an interview on Ramogi TV, the journalist clarified that he was doing okay and was going on with his work.

Odhiambo reiterated that he had never been attacked with acid as had been alleged in reports circulating on social media.

“What is being said about me has just shocked me. Some people are saying that I have died. Other people are saying that I am in the ICU after being attacked.”

“As I speak, do I look like someone who has been injured? I have seen people write negative things about a man who cannot even hurt someone… I want to confirm that I am okay,” he said.

On the other hand, Odhiambo expressed that the fake reports were part of a political scheme.

He maintained that the county government, under the leadership of Wanga had made remarkable milestones in service delivery, making her political detractors unhappy.

“The things we have done are what is making some people unhappy. They have to look for ways to attack people so that their attention can be diverted. That is how things are,” Odhiambo said.

Corruption has cast a dark shadow over Homa Bay County, with an explosive exposé revealing the systematic looting of Ksh 200 million by senior officials.

At the centre of this scandal are top county leaders, including Chief Officer for Finance Mr. Alphonce Werah, Director of Procurement Mr. Peter Odiango, Accountant for Roads and Public Works Mr. James Wanga, and Procurement Officer for Roads Mr. Churchill Omondi Oyamo, who are accused of orchestrating a fraudulent scheme involving fictitious pending bills for non-existent road projects.

At the close of the 2023/2024 financial year, these officials convened at the Governor’s residence in Olare Kochia, where they fabricated documents to justify payments for roads that do not exist. Forged and uplifted signatures of former county officers, including Mr. Noah Otieno (former Chief Officer for Finance), Mr. Samson Okumu (Director of Procurement), and County head of accounts Mr. Dan Lieta, were used to legitimize the fraud. The funds initially intended to pay genuine contractors for historical pending bills, were instead diverted to proxies and shell companies controlled by the implicated officials.

One of the key players, Mr. Churchill Omondi Oyamo, allegedly channeled the stolen funds through a proxy company, TCHAVEK Enterprise Ltd, with deposits made into a Family Bank account in Migori. This sudden influx of wealth has reportedly enabled Mr. Oyamo to establish multiple businesses and nearly complete a multi-story building at Arunda Katuma area, raising suspicions about the source of his funds.

Similarly, Accountant for Roads, Mr. James Wanga, is accused of using his company, LETHI Co. Ltd, to launder money. The company operates M-Pesa outlets, some of which are located near Homa Bay Travelers Hotel and opposite Equity Bank. Shockingly, staff employed in these outlets are listed with PF numbers as county government employees, drawing salaries funded by taxpayers. In addition, Mr. James Wanga is said to have rapidly accumulated significant wealth, including a nearly completed multi-story building in the Milimani area near Got Rabuor.

George Wanga Governor’s spouse is also implicated in the scandal. Using his companies, WAPONYA Enterprise Ltd and TROIKA Enterprise Ltd, he is alleged to have engaged in corrupt practices, with drivers employed by these companies reportedly drawing salaries from the county government. This blatant misuse of public resources underscores the depth of the rot within the administration.

The brazen theft of Ksh 200 million has had far-reaching consequences, stalling development projects and denying legitimate contractors their payments. This scandal highlights the urgent need for a comprehensive investigation and accountability. Authorities such as the Ethics and Anti-Corruption Commission (EACC) Salary Renumeration Commission (SRC) and the Auditor General must act swiftly to audit the county’s finances and the forged road documents to recover stolen funds, and prosecute those responsible. Safaricom Ltd under Mpesa unit should swiftly also investigate LETHI Co. Ltd’s Head Office and its M-Pesa outlets for potential money laundering activities, while the banking sector must scrutinize financial transactions linked to TCHAVEK Enterprise Ltd and other implicated entities.

Homa Bay residents deserve leadership that prioritizes public welfare over personal enrichment. This scandal is a stark reminder of the destructive impact of corruption on governance and development. It is imperative that all stakeholders remain vigilant and demand transparency and accountability from their leaders to ensure that public funds serve their intended purpose. As investigations unfold, justice must prevail to restore faith in the county’s administration and deter future corruption.

Amidst the controversy over the rising cost of fuel in Kenya, petroleum CS John Munyes got himself on the wrong side after being fined by the National Assembly Committee on Finance Ksh 500,000 for failing to appear before the committee to answer questions over the rise in fuel prices.

Munyes wrote to the committee that he is in South Sudan on an official duty.

While addressing the matter, the committee’s chairperson Gladys Wanga said their report will show that John Munyes has been uncooperative.

A week ago on Tuesday, the Finance and National Planning Committee which is leading the investigation into the fuel prices in the country was given an additional of seven days to dig into fuel costings criteria.

The committee has been investigating the costing of fuel in the last two weeks and has held face to face meetings with 10 shareholders including the Energy and Petroleum Regulatory Authority (EPRA), the Kenya Revenue Authority (KRA), Treasury and the Ministry of Petroleum as well as receiving written submissions.

The probe by the committee originated from a petition which sought to vacate value added tax (VAT) from the costing of fuel products as a means to bring relief to Kenyans.

Fuel costs hit the headlines once more on September 14 as EPRA effected an unprecedented hike to fuel costs sending costs pasts Ksh. 135 per liter across the country.

Petroleum CS John Munyes earlier ruled out any fuel price reduction, blaming the National Treasury for failing to release Ksh. 24 billion meant for price stabilization.

Members of parliament have summoned Equity Bank CEO James Mwangi over an alleged Ksh15 billion loan to Deputy President William Ruto Turkish associate Harun Aydin.

According to the letter addressed to Mwangi by Homa Bay Woman MP Gladys Wanga-led National Assembly Committee on Finance and Planning, he is supposed to appear before it on Wednesday.

He is set to shed light on the loan allegedly given to the Turk who was deported after being linked to terror and money laundering activities.

Ruto claimed that he made a phone call to Equity Bank to facilitate the loan for Mr Aydin to set up a vaccine manufacturing plant in Uganda.

“The purpose of this letter is to invite you to a meeting with the committee scheduled for August 25 in the mini-chamber,” reads a letter by the committee.

The MPs will be seeking to know whether the bank adhered to section 43 of the Proceeds of Crime and Anti-money Laundering Act while advancing the loan to Mr Aydin.

Also, the committee will seek understanding onwhether Mr Aydin holds or operates any accounts with Equity Bank and the particulars on the security used to guarantee the Ksh15 billion credit.

During his arrest, Aydin was in the company of a Ugandan businessman, Paul Bamutaze, who was also arrested and later deported to Kampala by road.

Bamutaze has apparently filed a case at the East African Court of Justice over remarks by ODM politicians against Uganda’s ruling National Resistance Movement (NRM).

Ruto claimed that Aydin was a victim of bad politics and not a terrorist.

He alluded that the businessman, who has a valid Kenyan work permit, was being frustrated by top government officials over links with him.

Harun was among businessmen and politicians who were scheduled to travel with Ruto in an aborted private trip to Uganda.

Gatundu South MP Moses Kuria has named two vocal Orange Democratic Movement (ODM) MPs in a Ksh 7 billion Covid-19 funds scandal.

The controversial lawmaker on Sunday July 19, 2020 claimed that Suna East MP Junet Mohamed and Homabay Woman Representative Gladys Wanga were allegedly part of the Kenya Medical Supply Authority (KEMSA) scandal.

According to Kuria, the PPE tender was given to an individual in single sourcing, and when investigations were conducted, Junet Mohammed and Gladys Wanga were given the Ksh7 billion tender.

Kuria further argues that the matter would have been discussed everywhere only if Kenya had a working opposition.

He claims that the matter is not being addressed because opposition went to bed with the government through the famous March 2018 handshake.

He urged Ministry of Health Cabinet Secretary Mutahi Kagwe to stop touring the country and focus on solving the mstery behid the scandal.

The MP went as far back as when the independence party KANU united with KADU and noted that the period was marked by some of the country’s biggest scandals, most notably the looting of land.

Kuria warned that the union of ODM and the Jubilee Party could witness the same looting and even greater than previous ones experienced in the history of the country.

He added that the Kenya Medical Supply Authority (KEMSA) could be a first of many to come in the country.

KEMSA has been on the spotlight after the recently unearthed procurement and financial irregularities that jeopardised more than Ksh100 billion of donor funds as well as allegations of misuse of funds meant to boost the fight against Covid-19.

Homa Bay County Women Representative Gladys Wanga has blasted Deputy President William Ruto over recent acts of his lieutenants.

Speaking at the Mombasa Sports Club on Sunday evening after meeting members of Kochia Welfare Association, an association of Kuoyo Kochia residents of Homa Bay county living in Mombasa, Wanga said DP Ruto has no moral authority to hold that position and should resign.

She said Ruto continuously defies President Uhuru Kenyatta and shows him utmost disrespect by going against him on issues of national importance. 

“If you do not want to support the BBI, go and tell Kenyans why you, as Deputy President, are defying your boss,” the woman MP said.

“I want to ask Ruto whether he feels he still has the moral authority to pretend to deputise Uhuru when he is openly and continuously defying him and showing him utmost disrespect.” 

The Woma Rep said the DP was behind the “childish acts” of his lieutenants like Elgeyo Marakwet Senator Kipchumba Murkomen and Gatundu South MP Moses Kuria, “who want to steal the limelight in public BBI rallies “.

Murkomen and Kuria on Saturday stormed out of the BBI rally at Kinoru stadium in Meru, attracting criticism from EALA MP Mpuru Aburi who was speaking at the time.

Aburi said it was disrespectful to leave a meeting halfway even if one was offended.

However, Murkomen denied he intentionally walked out of the BBI meeting saying he was catching a lift and had parental duties to undertake.

“It isn’t true that I stormed out of the Kinoru BBI meeting.Moses Kuria who gave me lift was leaving for another engagement.I had no choice but to follow.I also had parental duties in my children’s school.I apologize that wanachi followed us out of the stadium.We intended Not,” he tweeted.

On Sunday evening, Wanga tore into Mukormen and Kuria accusing them of paying some 300 people Sh500 each to accompany them to the Meru BBI meeting to try and show they have numbers.

She said the two were childish.

“Walking out of a stadium with a rented crowd of 300 people out of the 30,000 people who were at the Kinoru stadium is childish, to say the least,” she said.

Wanga said the BBI train has left the station and is unstoppable. 

She noted that disrupting the BBI meetings only revealed the true nature of some of the leaders whom she said did not deserve leadership positions because they did not want the best for Kenyans.

“If you support the BBI, support it from deep down in your heart. If you oppose the BBI, please go and tell Kenyans you oppose the BBI and why you oppose it. 

“But coming and showing disrespect to the people of Mt Kenya who already organised their meeting and were articulating their issues is unacceptable and childish.”

A group of women leaders dubbed Team Embrace which was formed to support ODM leader Raila Odinga’s handshake with President Uhuru Kenyatta made a triumphant entry to Kakamega on Friday.

The women who call themselves daughters of Raila arrived in Wycliffe Oparanya-led County for a mega rally held at Bukhungu stadium.

They boarded an airplane at Wilson Airport in Nairobi before being treated to a thunderous reception in Kakamega after their arrival.

The women legislators drawn from Jubilee’s Kieleweke faction and Raila’s ODM were then picked from Kakamega Airstrip in high-end vehicles with an escort from hundreds of boda boda riders.

On their arrival at Bukhungu Stadium, Isukuti dancers received them with their famous Isukuti dance which is associated with the Isukha community.

The team compromises of pro-handshake women leaders majority of them Women Reps, Senators and governors.

According to their team leader Gladys Wanga, the rally will be among many that are set to be conducted with the ultimate goal being promoting peaceful coexistence among Kenyans.

Gender and Youths Chief Administrative Secretary Rachael Shebesh and Kirinyaga Governor Ann Waiguru are also among team leaders.

Elsie Muhanda, the Kakamega County women Representative and two other nominated Senators were the hosts of the event.
