Elgeyo Marakwet Senator Kipchumba Murkomen has pointed a blame finger at Sports Cabinet Secretary Amina Mohamed over the stalling of Kamariny Stadium in Elgeyo Marakwet County.

Murkomen had on Jue 12, 2018 taken to social media to announce that the stadium was taking shape, and even went further to thank the government for progress.

“Kamariny Stadium in Elgeyo Marakwet County is taking shape thanks to the Government of Kenya,” Murkomen posted.

However, the construction of the much hyped stadium has remained stalled, three years later.

Netizens on Friday October 1, 2021 reminded Murkomen of his post, which has now returned to haunt him.

To save his image, the former Senate Majority Leader shifted the blame to the current sports minister, arguing that Kamariny Stadium has stalled under her watch.

Kamariny Stadium came into limelight in 2017 after Deputy President William Ruto promised that it would be completed in six months time alongside other stadia in the country.

The promise was made when the ruling Jubilee party was launching its campaign manifesto in 2017.

Murkomen also attacked the State House and the Presidential Delivery Unit, that mainly improves the coordination of National Government flagship programs, monitors, evaluates and reports on the timely fulfillment of President Uhuru Kenyatta’s important development priorities.

The lawmaker claimed that the two bodies have abandoned their roles and instead involve themselves in politics, giving state projects little attention.

He also claimed that most government projects stalled immediately President Uhuru Kenyatta made “Handshake” with his former political rival Raila Odinga.

“Madam Amina Mohammed from 2018 to date Kamariny stadium has stagnated under your watch. Meanwhile State House and PDU Delivery are busy playing politics. The story of GOK under handshake/BBI administration is that of broken promises from Big 4 Agenda to stadiums, A laughing stock,” tweeted Murkomen.

The self-spoken politician went on to attack President Uhuru Kenyatta for persecuting politicians who fought for him in his maiden term of presidency and in his quest for re-election.

According to Murkomen, the government has abandoned Rift Valley since the DP fell out with his boss.

Elgeyo Marakwet Senator Kipchumba Murkomen has alleged that one of Deputy President William Ruto’s mandate will be restoring dignity in his current office once he becomes the president.

Taking to his social media accounts on Friday August 27, 2021, the former senate majority leader weighed into the mistreatment DP Ruto is currently facing.

DP Ruto who has hence fallen out with President Kenyatta has been neglected in government, with the head of state recently daring him to resign over his continued criticism of the government.

President Kenyatta during an interview with media editors early this week told DP Ruto to consider quitting if he was unhappy with the government he is serving.

However, Murkomen argued that the second in command has just a number of days left before he finishes his term as Deputy President of the republic of Kenya.

Murkomen now claims that even as the government operatives continue undermining the DP’s office, Ruto will restore the dignity of the office once elected Kenya’s 5th President in 2022.

The vocal lawmaker claims that God is preparing DP Ruto to treat his deputy better and with dignity.

“HE William Ruto has only 346 days 17 hours &35 minutes in the office of the Deputy President.Even if you undermine the office&the institution,HE Ruto will restore the dignity of that office when his Deputy will be IN.God is preparing him to treat his Deputy better&with dignity,” tweeted Murkomen.

Murkomen’s remarks come just a day after government withdrew GSU officers manning DP Ruto’s Karen residence and replaced them with AP police officers.

The motive of the change of DP Ruto’s security detail is not however, clear even as Kenyans continue linking the move to 2022 succession politics.

Elgeyo Marakwet Senator Kipchumba Murkomen has alleged that Deputy President William Ruto’s Turkish associate Harun Aydin has not been deported.

Instead, the former senate Majority leader through his official social media accounts says that the government only asked the businessman to leave the country voluntarily.

According to Murkomen, this was meant to help things cool down and to save the state’s face.

Murkomen went ahead to allege that there is pressure from the Turkish government which is demanding answers from Kenya on the treatment of the investor.

“Turkish Businessman Harun Aydin was NOT DEPORTED he was “requested” to leave the country “voluntarily” to help cool things off and for the desperados to save face. The truth however is that the pressure from Turkish government was unbearable.Questions were asked & answers are a MUST,” Murkomen tweeted.

Harun who was part of DP Ruto’s entourage to Uganda in the aborted trip was on Saturday morning arrested at Wilson Airport in Nairobi while re-entering the country.

He was detained by the Anti-Terrorism Police Unit (ATPU), and was expected to be produced at Kahawa Law Courts today (Monday) to be charged with terror links.

However, that did not happen as reports emerged that he had already been deported to Turkey in the morning.

His lawyers, among them Ahmednasir Abdullahi took to social media to condemn the move, claiming that they had been kept waiting at Kahawa Law Courts when their client had already been deported.

Elgeyo Marakwet Senator Kipchumba Murkomen on Friday, January 22 caused a stir online after speaking on Wiper leader Kalonzo Musyoka’s visit to the Directorate of Criminal Investigations (DCI) headquarters.

The former Vice President presented himself to the DCI to clarify claims that he had grabbed land in Yatta belonging to the National Youth Service (NYS).

This is after Deputy President William Ruto while in Bomet last Friday made claims that Kalonzo had grabbed a 200-acre government land in Yatta.

But Kalonzo dismissed the claims as wild and constituted character assassination.

In a communique on Friday, Kalonzo presented himself at 8:30am to 9am at the DCI concerning the ownership of the land.

He was having in his possession all the legal/official documents showing how he acquired the said property.

However, Murkomen has dismissed Kalonzo’s move and asked Kenyans to ignore.

Through a post on his official Twitter account, Mujrkomen questioned why Kalonzo had chosen DCI and not Ethics and Anti-corruption Commission (EACC), which has the specialized mandate on matters corruption.

He further argued that a suspect cannot choose an investigator for himself/herself.

According to Murkomen, Kalonzo went to meet DCI boss George Kinoti to do away with the matter.

“So Kalonzo Musyoka is a real SUSPECT? If he is a corruption suspect why did he choose to go to DCI and not EACC which has the specialized mandate on matters corruption? Can a suspect choose his investigator? The reason why he went to see Kinoti is simple- DRY CLEANING.IGNORE!” Murkomen tweeted.

Kalonzo had earlier on said he was ready to be investigated by the Ethics and Anti Corruption Commission (EACC) and the Directorate of Criminal Investigations (DCI) for the public to know the truth.

He said DP Ruto to follow suit and present himself before the same authorities for scrutiny.

Kalonzo’s utterances caused mixed reactions as politicians allied to the Deputy President rushed to defend Ruto while those allied to Musyoka defended the Ukambani political kingpin.

Kitui Governor Charity Ngilu defended Musyoka, stating the attack on him was ill-advised.

The former Lands Cabinet Secretary said the allegations by Deputy President William Ruto are “false because Kalonzo owns the land legally”.

“As a Minister of lands, I checked the details of that land and I found that Kalonzo had acquired that land very well,” Ngilu said.

She accused the DP of tarnishing Musyoka’s name by playing politics of land grabbing.

Ruto and Kalonzo are both eyeing the Presidency in 2022.

The two are also fighting to replace the late Senator Boniface Kabaka’s position in Machakos with their preferred candidates.

Kalonzo unveiled former Senator Johnston Muthama’s estranged wife Agnes Kavindu as Wiper’s candidate for the senatorial by election slated for March 18 while Ruto through his party United Democratic Alliance (UDA) is supporting businessman Urbanus Muthama in what has intensified their rivalry.

Elgeyo Marakwet senator Kipchumba Murkomen has fired back at the people who were heckling Deputy President William Ruto when he was giving his speech at the Bomas of Kenya during the official launch of the second Building Bridges Initiative (BBI) report.

Taking to his official twitter handle after the official launch of the report at Bomas ended, the former senate Majority Leader said that those that were heckling the DP are now ashamed of themselves.

Murkomen argued that DP Ruto’s critics had been told that BBI needed a dialogue, but they did not listen.

He told them not to get angered when they fail to argue with facts.

Murkomen made the post just moments after President Uhuru Kenyatta and DP Ruto embraced each other and had a light moment when the event came to an end.

“To the hecklers who were heckling DP in Bomas ona sasa aibu ndogo ndogo mumejipatia. Mliambiwa hii kitu inataka dialogue na kama huna point usilete makasiriko,” Murkomen tweeted.

President Kenyatta and DP Ruto had differed in opinions during the launch of the report. DP Ruto while giving his speech pointed out all the weakness in the report, and argued that there is still a large room for a dialogue aimed at improving the report.

President Kenyatta responded back to the DP, saying that he was aware of everything that was going on, and even took part in the selection process of BBI steering committee.

Despite them differing in opinions, they still had a light moment as soon as the head of state finished addressing the people at the Bomas.

Elgeyo Marakwet senator Kipchumba Murkomen has questioned whether President Uhuru Kenyatta ill really retire in 2022 as his term comes to an end.

Speaking through his official twitter account on Monday October 26, 2020, the former senate Majority leader questioned why the head of state wants to amend the constitution, just two years to his retirement.

Murkomen noted that the president was not sincere with his 2022 retirement if he wants to leave an imperial president, after amending the constitution through the famous Building Bridges Initiative (BBI).

“Why does a retiring President want to leave behind an imperial President if he is truly retiring?” Murkomen posted.

President Kenyatta and his new-found friend, the ODM leader Raila Odinga on October 13 received the second BBI report recommendations at the Kisii State Lodge, with the report set to be officially launched to Kenyans today (Monday October 26), at the Bomas of Kenya.

The report has elicited mixed reactions since it was handed over to the handshake duo, with some Kenyans opposing it, claiming that the recommendations carries the interests of selfish politicians.

A task force was created after Prsident Kenyatta and Raila’s March 9, 2018 handshake to look at nine issues, including ethnic antagonism, corruption and devolution- some of the major issues perceived to be affecting the country since it got its independence.

Last year, the task force presented its findings at Bomas of Kenya in Nairobi amid much fanfare.

Some of its key proposals included; Introducing the position of a prime minister, giving counties bigger budgets to implement development schemes, making the cabinet more representative of the nation and intensifying corruption fight.

In the BBI report, the president remains the Head of State and Government and Commander-in-Chief, while the Prime Minister will draw his powers from parliament and supervise the execution of day-to-day government affairs.

The PM, under the proposals, will be the leader of the largest political party or coalition of parties and will be appointed by the president and approved by the House.

However, the critics of the report have argued that the return of an imperial president is ill-advised. Some claim that President Kenyatta is likely to stick to power in 2022, but the head of state has on several occasion dismissed the claims.

Elgeyo Marakwet senator Kipchumba Murkomen has told off the National Security Advisory Council which is led by Head of Public Service Joseph Kinyua.

Taking to his official Twitter account on Wednesday October 7, 2020, the former senate Majority Leader argued that there is no such legal or constitutional body known as National Security Advisory Committee.

The lawmaker who argued that the council is playing around with the security of Kenyans claimed that the National Security Council members cannot even meet because of internal fights among them.

“There is no such legal/Constitutional body known as National Security Advisory Committee. Assuming there was one then it would only advice the National Security Council.NSC cannot obviously meet because of internal fights among its members. Stop playing politics with our security,” he tweeted.

Murkomen’s argued came just minutes after the Kinyua-led security team warned leaders taking advantage of vulnerable youth in pursuit of political interests.

Kinyua in his statement said the situation has created fear, despondency and political uncertainty.

His statement came just two days after youths caused chaos at Kenol in Murang’a County, ahead of Deputy President William Ruto’s church event in the area.

Two people were killed, several others sustained serious injuries and property of unknown value is said to have been destroyed.

Mr. Kinyua criticised leaders saying unchecked utterances and political weaponization of public gatherings continue to undermine law and order within the country.

“This disregard of the law has triggered violent confrontations among different groupings, thus threatening national security,” he added.

Consequently, the Chairman announced that the National Security Advisory Council resolved that leaders intending to hold a public gathering must notify the Officer Commanding Station (OCS) of such intent 3-14 days before gathering.

They will also be required to be present at such a meeting and help police in maintaining order, ensuring that they orders given by the OCS.

Elgeyo Marakwet senator Kipchumba Murkomen has exposed an Orange Democratic Movement (ODM) senator from the Coastal Counties who has allegedly been offered Kakamega senator Cleophas Malala’s position in the senate so that he can vote against his county.

The former Senate Majority leader’s accusations came shortly after former State House employee Dennis Itumbi saying that a source had intimated to him about the Orange party’s plans.

Itumbi had asked Makueni senator Mutula Kilonzo junior, his Narok counterpart Ledama Olekina and Murkomen to confirm the claims.

Responding to the question, Murkomen claimed that it was Taita Taveta senator Johnes Mwaruma who had been offered senator Malala’s position in the senate so that he can vote against his county.

Senator Malala is the current senate Deputy Minority leader, a position ODM is allegedly planning to take away and give it to senator Mwaruma.

Murkomen asked the Taita Taveta lawmaker not to his beloved County for 30 pieces of silver.

The Senate leadership met President Uhuru Kenyatta on Tuesday morning ahead of the crucial debate on the revenue sharing formula, with Malala missing the meeting.

Majority leader Samuel Poghisio, his deputy Fatuma Dullo, Majority Whip Irungu Kangata and his deputy Farhiya Haji, Minority leader James Orengo, Minority Whip Mutula Kilonzo Jnr and his deputy Beatrice Kwamboka were all in attendance at State House.

ODM leader Raila Odinga also attended the meeting.

Speaker Ken Lusaka did not attend the meeting as he was reportedly chairing a session of the powerful House Business Committee to chart ways on how to deal with the debate this afternoon.

The Senate will be trying for the 10th time to reach a consensus on the contentious county revenue sharing formula.

President Kenyatta during the State House meeting, pledged to raise next year’s counties budget by Sh50 billion, the latest of inducements seeking to unlock the stalemate on the revenue sharing formula.

The allocation of the additional funds will, however, be dependent on the financial performance of the economy.

Elgeyo Marakwet senator Kipchumba Murkomen has exposed details of deal three senators entered with government that has now put their lives in danger.

Taking to his official twitter account on Monday night, the former senate majority leader claimed that Kakamega senator Cleophas Malala’s life is in danger because he owes the state.

Murkomen claimed that President Uhuru Kenyatta-led government in collaboration with Orange Democratic Movement (ODM) leader Raila Odinga had paid the three senators to vote in favor of the government’s proposed revenue sharing formula.

However, according to Murkomen, the three lawmakers, that is senator Malala, his Samburu counterpart Steve Ltumbesi Lelegwe and Bomet’s Christopher Andrew Lang’at ate received the money in their accounts.

Murkomen went ahead to claim that the three lawmakers ate the money and failed to vote in favor of President Kenyatta’s formula, which led to their arrest.

He argued that the lawmakers owe the state and that is why their lives are in danger.

Murkomen however, wants the government to stop bribing senators, and let them exercise their constitutional mandate.

“According to Mtu Fulani and @RailaOdinga Govt paid Senators to vote for their formulae. Apparently Malala,Lang’at and Lelegwe ate the money but didn’t vote with govt side.We are told Malala’s life is in danger because he owes the State. Why in the first place is govt bribing Senators?” Murkomen tweeted.

Elgeyo Marakwet senator Kipchumba Murkomen has demanded a reserved apology from the People Daily newspaper over a controversial headline made by the daily on Wednesday September 9, 2020.

The former senate majority leader erupted on Tuesday night after coming across the newspaper’s headline.

The mediamax-owned newspaper had featured political leaders who have been hurling insults and hate speeches over the recent past.

In the headlined dubbed ‘Shame of political warmongers’, Murkomen was greatly featured.

Image

This follows his recent social media remarks, plus the sentiments he makes while appearing in televised interviews.

The lawmaker was recently engaged in a public spat with environment Cabinet Secretary Keriako Tobiko, over what he termed as disrespect to Deputy Prrsident William Ruto.  He posted a series of tweets attacking Tobiko, who was forced to respond with insults as well, with him even threatening to kick Murkomen and his father out of Mau forest.

Murkomen also while appearing on Citizen TV’s JKLIVE show said that President Uhuru Kenyatta has an inferiority complex. The lawmaker was attacking the head of state for allegedly sidelining his deputy in government.

However, with all that having been said, Murkomen still argues that he has never said anything bordering hate speech, neither does he condone violence.

In his rant against the People Daily newspaper, Murkomen said that he guards his tongue and chooses his words carefully.

“This is IDIOTIC journalism. How is calling out IDIOTIC behavior of a public servant warmongering? For my ENTIRE LIFE I have never said anything bordering hate speech neither do I condone violence.I guard my tongue&chose my words carefully.I demand unreserved APOLOGY @PeopleDailyKe, ” tweeted Murkomen.

Others put on the spot by the newspaper are CS Keriako Tobiko, Narok senator Ledama Olekina, Emurua Dikirr MP Johana Ng’eno who elicited the debate on hate speech after attacking the first family, Kapsaret MP Oscar Sudi who also attacked the first family while defending his counterpart Ng’eno, and Jubilee party vice chairman David Murathe.

Deputy President William Ruto seems to have owned up the ‘clerk’ tag, just days after environment cabinet secretary Keriako Tobiko launched a stinging attack against him.

On Friday last week, a furious CS Tobiko referred to DP Ruto as just a ‘mere clerk’ to President Uhuru Kenyatta. Tobiko was responding to Elgeyo Marakwet senator Kipchumba Murkomen who had launched a series of attacks against him on social media.

Tobiko accused Murkomen of lack of respect, arguing that the DP, who is just a mere clerk to President Kenyatta should also respect the head of state.

Murkomen had earlier on claimed that Tobiko was just a mere clerk in Jubilee government.

“Tobiko you are a mere clerk in Jubilee government. You forget so fast that you became a CS because the President was trying to get rid of you from the office of DPP….” The tweet read

With Tobiko having referred to DP Ruto a mere clerk, the second in command on Sunday September 6, 2020 stepped out donning a cap branded “The hustlers clerk”. He was on a tour in Athi River, Machakos County.

The black cap had the yellow text imprinted on it.

During the tour, the DP told senior civil servants spoiling for a fight with him to think twice. He said that CS Tobiko is just like any other person that the Jubilee administration gave work to do.

Elgeyo Marakwet senator Kipchumba Murkomen has dared environment Cabinet Secretary Keriako Tobiko to go ahead with his threat of kicking him out of Mau forest alongside his father.

Angry CS Tobiko on Friday, September 4, asked Murkomen and his father to vacate the Mau forest.

Tobiko’s remarks came a day after Murkomen referred to him as a non- performer who was given a soft landing at the environment docket because he could not fill the shoes of a Director of Public Prosecution (DPP).

“Mr. Tobiko you are a mere clerk in Jubilee government. You forget so fast that you became a CS because the President was trying to get rid of you from the office of DPP. You have no moral authority to lecture your boss the DP even if he is being molested by his boss. First, try to be MCA,” Murkomen stated.

Angered by his sentiments, the former DPP told off Murkomen and demanded him to respect other leaders, especially President Uhuru Kenyatta.

“Wakati wa Mau, ati Murkomeni ndio ndume zaidi, anaenda kusema watu hawatoki, si walitoka? Yeye mwenyewe na baba yake wanaishi kwa msitu. Seneta Murkomen, anza kufunga virago uende manake msitu sio wako.”

“(When we were evicting people from the forest, Murkomen was championing for the opposite. He even vowed that they would not vacate, but they did. He and his father live in the forest and I want to tell him to start packing his belongings.)” the angered CS stated.

Responding to the threats, Murkomen dared the CS to go ahead and revenge.

Murkomen argued that Tobiko exploded just because of his single tweet.

“We have a CS who is mentally deranged.Just because of one tweet he has exploded&now promising to revenge against me&my father. Never mine the facts he will find some crime somewhere in the books.Just imagine this idiot was once our DPP!From Embobut to Tobiko I say come baby come!” he twitted.

Murkomen who accused Tobikoof insulting Deputy President William Ruto argued that the CS should be sacked.

“Without the blessings of the President these idiotic CSs would never have insulted the DP.William Ruto is not anyone’s clerk,he was jointly elected with the President&without him Uhuru would not be President&Tobiko would never be a clerk. In a working state Tobiko would be sacked,” Murkomen said.

Elgeyo Marakwet senator Kipchumba Murkomen on Wednesday September 2, 2020 painfully narrated how President Uhuru Kenyatta had kicked his deputy William Ruto out of a mansion in Mombasa, meant to be his official residence.

Early this year, drama ensued after DP Ruto was reportedly locked out of his official residence with his property packed and taken out of the palatial residence.

Reports indicated that the DP and his handlers had arrived in Mombasa and dropped off his personal effects at his newly refurbished official residence that was formerly Coast Provincial Commissioner’s residence before attending to other matters.

DP Ruto was set to spend the night at the residence but was treated to a rude shock when his personal effects that had been lodged at the facility were hurriedly packed.

Speaking during an interview with Citizen TV on Wednesday night, the seemingly heartbroken former senate majority leader narrated how the events happened.

Murkomen who had appeared on the famous JKLIVE show said that the president recently kicked his deputy out of a house in Mombasa.

“What became of Uhuru Kenyatta that today he chased William Ruto from a house in Mombasa. He is the same person who has been ordering the arrests of anyone associated with the DP,” he stated.

Murkomen also revealed that three years ago, he was flying with President Uhuru and DP Ruto in a private chopper to Nakuru to assure their supporters that they were ready for a re-run after the election results were nullified by Chief Justice David Maraga.

He however, found it difficult to point out what had exactly happened for the relationship between the party leaders to deteriorate at such a rate.

“What is this one sin that washes away all the good things DP Ruto has done for the President?” he asked.

According to Murkomen, President Kenyatta has been sidelining his deputy, using the Covid-19 pandemic as a cover.

“He hasn’t been inviting him to very important meetings nor has he been giving him any task. Let us stop trying to hide behind diplomacy, the fact is that the President is persecuting his deputy,” Murkomen asserted.

Elgeyo Marakwet senator Kipchumba Murkomen has claimed that detectives from the Directorate of Criminal Investigations (DCI) have been ordered to arrest and prefer false charges against at least five senators.

Taking to his official twitter account on Sunday August 16, 2020, Murkomen claimed that the targeted senators are those that are opposing the President Uhuru Kenyatta’s proposed County revenue allocation formula.

Terming the formula as oppressive, the former senate majority leader said that they will stand with Kenyans and ensure that the formula does not pass.

He claimed that the detectives have this morning gone for Samburu Senator Dr Steve Ltumbesi Lelegwe, terming the move as desparation.

He dared the detectives to go ahead and arrest any of them. Murkomen argued that should they get arrested, there will be no senate session tomorrow (Monday August 17, 2020.

“DCI has been ordered to arrest&prefer false charges against at least 5 Senators opposed to the oppressive Revenue Formula. They are currently going for Sen.Dr. Steve Ltumbesi Lelegwe, Samburu County.Desperation is real. Arrest any of us and there will be no session tomorrow,” Murkomen tweeted.

Senators are expected to convene tomorrow for a special seating to determine on which formula is the best for all the 47 counties.

Senate Speaker Kenneth Lusaka on Friday gazetted the special convention of Senator on Monday, the ninth sitting to be held in a span of two months, to debate and vote on the controversial formula.

Lusaka said the sitting will be strictly limited to the consideration of the third basis for the allocation of revenue to the counties.

The senators have failed in eight sittings to conclude the debate and vote on the formula that has divided the House down the middle.

One camp, dubbed Team Kenya, has opposed a proposal fronted by the Finance and Budget Committee of the House that cuts allocations to 19 counties by Sh17 billion.

Elgeyo Marakwet senator Kipchumba Murkomen has claimed that senate speaker Kenneth Lusaka is moving around big hotels in Nairobi trying to lobby senators to support an adjournment motion that will be moved by Siaya senator James Orengo this afternoon.

Taking to his official twitter account on Friday August 14, 2020, the former senate majority leader accused speaker Lusaka of doing rounds in city Hotels to temper with a special sitting that he has convened on Monday August 17, 2020.

The senators are supposed to meet again on Monday to debate on the County Revenue Allocation formula that has brought the senate at a standoff.

The senate has been adjourning for the past eight times that they have met to discuss and make a decision on how the revenues will be shared among the 47 counties.

However, from Murkomen’s post, there is another plot to adjourn the senate of a record nine times.

“Speaker Lusaka has convened a special sitting on Monday but he is busy doing rounds in city hotels lobbying Senators to support an adjournment motion to be moved by Sen.Orengo in the same sitting. We have sunk this low ?” Murkomen posted on twitter.

Senators on Tuesday voted 25-20 to adopt Meru Senator Mithika Linturi’s amendment to the revenue sharing formula.

The senators are now expected to proceed to vote on the motion.

In the amendments to Nairobi’s Johnson Sakaja’s proposal, Linturi proposed a reduction to the baseline (equal share) from Sh316.5 billion as proposed by Sakaja to Sh270 billion.

Linturi suggests that other parameters of sharing revenue should apply to the difference of Sh46.5 billion.

Sakaja had suggested that the entire Sh316.5 billion allocated to the 47 counties in the current financial year be shared equally.
