Ngungani police officers in Kitui County are on spot after allegedly injuring the private parts of a 22-year-old man. The man from Mumoni said that the officers beat him while he was in their custody.

Japheth Mutinda in an interview at a local TV station narrated what happened during the fateful day. He said his agony began when he asked a Boda boda rider to take him home after having a few drinks from a local bar.

He said the rider had agreed to take him home for a Ksh 50 fee. Midway, he claimed the rider refused to honor their earlier agreement and demanded for double pay.

It is at this time that they disagreed leading to the rider assaulting him.

“I told the Boda boda rider to take me home after having a few drinks at a bar. The rider then stopped midway and demanded a double pay of the initial agreement which I could not afford at that time. I asked him to allow me to pay the following day but he refused,” said Mutinda.

Mutinda claimed that the rider went on and reported him to the area assistant chief, framing him for him up. The assistant chief subsequently came to arrest him at his home in company of police officers from Ngugani.

He said during the arrest, he was asked to give out the knife he used to threaten the rider. When he decline having a knife, he was threatned to be taken to an unknown destination if he doesn’t produce it.

Mutinda further said when they reached the Ngugani police station, the station’s OCS started beating him demanding the knife. He said the OCS and his fellow officers beat him while naked.

He said that it is during this beating that his private parts were injured. Mutinda is currently receiving treatment at Mwingi Level IV Hospital.

He calls upon the Independent Police Oversight Authority to investigate the matter and take appropriate action.

Just hours after Kirinyaga governor Anne Waiguru was impeached by Members of County Assembly, reports emerged that four other governors were next on the chopping borad.

Kitui’s Charity Ngilu and her Bungoma counterpart Wycliffe Wangamati have been the talk, with their MCAs set to impeach them anytime over gross misconduct claims.

However, a Kitui County MCA found himself in hot soup over the ongoing debate to impeach governor Ngilu.

Kanziku Ward MCA James Munuve was attacked and beaten in public by one of Ngilu’s die hard supporter for allegedly spearheading the County Chief’s impeachment.

Munuve is said to have recorded a statement with the police following the assault. In his statement, the MCA noted that a man accosted him while he was eating in a hotel.

“He entered the cafeteria shouting that all Wiper MCAs must be disciplined. He then walked over to me, pushed and roughed me up, saying that I was part of the team that was fighting the governor.Luckily, he was thrown out by other people,” Muneve was quoted by one of the leading local dailies.

The MCA further disclosed that the man accused him of sabotaging the county head’s administration.In his report, the Wiper party MCA, revealed that the suspect was the leader of Kitui County Youth Movement.

The MCAs assault case was the second from the county after another lawmaker, Kivou Ward Rep Charles Muthui, claimed that he had been accosted by an individual roughly five days ago. He was admitted to Jordan Hospital where he was treated and discharged.

The Kitui County MCAs have so far started collecting signatures in support of an impeachment motion that is set to be tabled before the County Assembly.

The threat is the latest tussle in a protracted battle between the county government and the MCAs, majority of whom are from the Kalonzo Musyoka-led Wiper Democratic Movement.

On Wednesday, June 10, the MCAs rejected all of Ngilu’s 6 nominees to the County Public Service Board (CPSB) opening a new battle-front.

On Tuesday, June 16, Miltonic Kitute, the Chairman of Ngilu’s Narc Party, accused Wiper Party leader Kalonzo of failing to stop the MCAs’ assault on Ngilu, urging him to tame his troops.

Fire on Sunday evening razed a section of Kisumu County offices.

During the incident, most computers at IFMIS office were destroyed before the fire was contained.

However, questions have continued to rise following the incident.

Over the recent past, most offices, especially finance offices have been razed down in what many are now speculating to be a way of destroying evidence.

This has been happening mostly in devolved units suspected of corruption.

In September 2017, fire burnt down Migori County offices leading to the destruction of crucial documents.

The former Auditor General Edward Ouko was unable to audit the county since Ksh 1.5 billion receipts were missing.

The cause of the fire that razed the Migori County Procurement stores remained unknown.

In July 2019, the Kitui County Finance offices were razed down by a fire.

A year before the incident,  a fire broke out at a private building housing the Kitui County Government offices.

The fire destroyed vital documents and property in five departments. Environment, Tourism and Education were among the departments affected.

In September 2019, Busia County finance offices were gutted by a fire that broke out at 2am.

The incident that destroyed property of unknown value happened within the vicinity of a fire engine at the county headquarters.

A statement from the county stated that investigations were underway to establish what started the inferno.

This trend among Counties has now continued to raise questions, with many now speculating that the county chiefs are intentionally destroying evidences in graft allegations.

Forgery of academic papers has been a common thing among Kenyan politicians. Or is it? Well, several politicians have pending cases in courts over their questionable academic papers, which has become a trend among politicians.

Two executive members from the County Government of Kitui are reportedly facing the sack for having fake university degrees.

According to the MCAs, Trade and Cooperatives Executive, Philip Mumo, and Health and Sanitation Executive, Rosaita Mbukua Ngina,submitted to the House’s Appointment Committee falsified information.

The Standard reported that the MCA’s, on Tuesday, petitioned Governor Charity Ngilu to remove the duo from office for having forged their university degrees.

The MCAs further want the governor to sack the two within a week of passing the resolution.

Failure to do so, the legislators vowed that the Assembly would initiate impeachment motions of the executives.

Majority Leader and Athi Ward MCA, Peter Kilonzo, also recommended that Mumo and Ngina “be forwarded to the Director of Public Prosecutions (DPP) for appropriate disciplinary action”.

Furthermore, the Assembly resolved to push the matter to the Assets Recovery Agency (ARA) for recovery of all monies, whether salaries, assets or otherwise, that were received or acquired by the two for the period of their employment.

In May, The University of Nairobi reportedly disowned Meru’s Sports Executive Daniel Kiogora’s degree. 

Kiogora had presented his alleged UoN academic papers to the Meru County Assembly during his vetting. 

According to the Cabinet member, he graduated with a second-class, upper division Bachelor of Commerce degree from the university in 2010.

However, the academic documents were found to be fake upon inquiry.
