Nyandarua County Assembly Deputy Speaker Zachary Njeru is among three county officials found guilty of contempt of court. The deputy speaker, Majority leader Edinald King’ori and the acting county assembly clerk Elizabeth Muthui were found to have gone against court orders directing that they allow the County Assembly Speaker Ndegwa Wahome access to his office, return his official car and the assembly mace.

Appearing before Justice Hillary Chemitei, he fined the three Ksh 400,000 each or serve two months in jail. Nyandarua County Commissioner Benson Lepamorijo and County Commander Zachary Kimani were also part of the case

Justice Chemitei gave the county commissioner and the commander two days to ensure that the assemble is open for Wahome, his official car is returned and his mace taken back.

Ndegwa Wahome had been impeached by a group of MCAs but was reinstated by the High Court.

President Uhuru Kenyatta received the BBI report on Tuesday afternoon from task force chairman Senator Yusuf Haji.

Present were Deputy President William Ruto and former Prime Minister Raila Odinga.

The report recommends that the state should eliminate sitting allowances of public officers in both the national and the county governments.

MPs and MCAs have been accused of earning huge sitting allowances.

In July 2017, the Salaries and Remuneration Commission abolished MCAs’ mileage reimbursements, sitting allowances for plenary sessions and special responsibility perks.

But last year, the High Court reinstated the benefits, forcing the SRC to return the allowances .

“Strengthen the capacity of the Controller of Budget to enable to detect and respond in a timely manner to misappropriation , wastage and illegal process,” the task force said in the report to be launched by President Uhuru Kenyatta tomorrow (Wednesday) at Bomas of Kenya.

The task force which was constituted by Uhuru and ODM leader Raila Odinga following their handshake in March 2018 also calls for total enforcement of powers of SRC to rationalize all public sector salaries and to address the large discrepancies in remuneration.

Ethics and Anti-Corruption Commission (EACC) has put Siaya County Assembly on spot after a name of a dead member was listed among those who travelled to Jinja, Uganda in February.

A report by the anti-graft agency indicates that Members of the County Assembly (MCAs) stage-managed the controversial trip after they travelled to the Kenya-Ugandan Border.

It is claimed that the MCAs only had their passports stamped and returned home without attending a workshop in Uganda on the said trip.

Upon their investigation, EACC were shocked that the late Mr Joanes Andiego Odongo’s name was included in the list.

At the time of his death, Mr Odongo was the Central Sakwa MCA who also served as the Majority Whip at the assembly.

The MCA died on May 17, 2018, after a long battle with liver and kidney complications.

He was later succeeded by his son Charlton Andiego in the subsequent by-election.

According to the documents in possession of the EACC, the late MCA made it to the trip and was paid all the allowances.

However, in their defence, the county assembly noted that there was an alleged mix-up in the names.

County Assembly Speaker George Okode told the Nation on phone that as a requirement for controls on foreign trips, MCAs were expected to get clearance from the Ministry of Devolution and while doing so, the secretariat that was organising the trip could have generated the erroneous list by mistake.

“When I asked the clerk, who keeps the records he told me that the list had been generated and sent to the ministry for clearance and it was only realised later that it had some errors, “ stated Mr Okode.

He further noted that they had all the evidence that the trip happened, including photos and video recordings of the training in a hotel in Jinja.

According to the document dated January 21 and signed by the assembly clerk, a total of 43 MCAs had been proposed to attend a benchmarking-cum-training at the Lake Victoria Fisheries Organisation (LVFO) in Jinja, from February 1 to 15.

During the stay, each legislator pocketed Ksh136,144 and a further transport allowance of Ksh10,000.

All the others were entitled to the same amounts apart from the Speaker who in the document is indicated was to receive Ksh184,346.

The EACC has summoned 41 Siaya MCAs to shed light on the controversial trip.

The ward reps are expected to appear before the detectives in Kisumu from Monday next week to be questioned and to record statements.

Forgery of academic papers has been a common thing among Kenyan politicians. Or is it? Well, several politicians have pending cases in courts over their questionable academic papers, which has become a trend among politicians.

Two executive members from the County Government of Kitui are reportedly facing the sack for having fake university degrees.

According to the MCAs, Trade and Cooperatives Executive, Philip Mumo, and Health and Sanitation Executive, Rosaita Mbukua Ngina,submitted to the House’s Appointment Committee falsified information.

The Standard reported that the MCA’s, on Tuesday, petitioned Governor Charity Ngilu to remove the duo from office for having forged their university degrees.

The MCAs further want the governor to sack the two within a week of passing the resolution.

Failure to do so, the legislators vowed that the Assembly would initiate impeachment motions of the executives.

Majority Leader and Athi Ward MCA, Peter Kilonzo, also recommended that Mumo and Ngina “be forwarded to the Director of Public Prosecutions (DPP) for appropriate disciplinary action”.

Furthermore, the Assembly resolved to push the matter to the Assets Recovery Agency (ARA) for recovery of all monies, whether salaries, assets or otherwise, that were received or acquired by the two for the period of their employment.

In May, The University of Nairobi reportedly disowned Meru’s Sports Executive Daniel Kiogora’s degree. 

Kiogora had presented his alleged UoN academic papers to the Meru County Assembly during his vetting. 

According to the Cabinet member, he graduated with a second-class, upper division Bachelor of Commerce degree from the university in 2010.

However, the academic documents were found to be fake upon inquiry.
