Deputy President William Ruto has finally come out clean fake military arms tender that was allegedly procured from his Harambee Annex office.

In a statement issued on Monday evening by his communication office, DP Ruto distanced himself from the scandal in which former Sports Cabinet Secretary Rashid Eachesa is largely involved.

Ruto says he was not in the office when Echesa and two other foreigners visited his office.

The DP has also stated that Echesa lacked an appointment with him on the material day when they visited his office to ‘seal the deal.’

When Echesa and company got wind that DP Ruto was working from his Karen home instead of Harambee Annex, they bolted out of the reception according to DP’s statement.

The group had been holed up inside the Annex office between 9:39 and 10:02, making it a total of 23 minutes.

Echesa has since been released on a Ksh1 million bail together with Clifford Okoth Onyango, Daniel Otieno Omondi and Kennedy Oyoo Mboya.

DP Ruto said his office has been cooperating with detectives drawn from Directorate of Criminal Investigations and that all the CCTV footages had been made available for review.

On February 15, DCI detectives raided the houses of Echesa where they recovered two guns and more than a hundred rounds of ammunition.

Monica Juma-led Ministry of defence has finally spoken on the ongoing investigations into a fake military tender in which former Sports Cabinet Secretary Rashid Echesa is highly involved.

The ministry on Monday sent a statement to newsrooms distancing itself from the Ksh 40 billion deal allegedly procured by Echesa from Deputy President William Ruto’s office.

In a statement signed by the Ministry’s head of communication Bogita Ongeri, the ministry confirmed that indeed investigators and complainants in the saga on Monday visited its headquarters at Ulinzi House to ascertain the officers and offices they allegedly accessed.

“During the visit it was established that the complainants have never interacted with any official mandated to represent the Ministry of Defence. The visit further revealed that the complainants have never been to (Ulinzi House), the Ministry of Defence Headquarters as has been alleged,” the statement read in part.

The ministry further stated that all the documents and content displayed in the media pertaining the matter never originated from the Ministry of Defence.

It distanced itself from the alleged involvement in the fake arms procurement scam that last week shocked the country.

The ministry also raised concerns that a section of the media was creating a narrative that was scandalous and libelous in spite of what is clearly a fraudulent and criminal act.

“The Ministry of Defense intends to seek redress for this matter,” the statement further revealed.

Mr Echesa was released on a Sh1 million cash bail amid investigations into the Sh40 billion arms fraud case.

The former CS had been arraigned alongside three people identified as Mr Daniel Otieno, Mr Clifford Okoth and Mr Kennedy Oyoo.

Mr Echesa was nabbed outside Deputy President William Ruto’s office but the latter has distanced himself from the scandal.

It has emerged that two of his aides were captured on a CCTV footage showing that they were present during a meeting with the foreigners who work for Echo Advanced Technologies, an American based company.

Detectives from Directorate of Criminal Investigations (DCI) are said to have spend the better part of Friday at Deputy President William Ruto’s office at Harambee House Annex in Nairobi.

This was in search of crucial evidence that can aid them pin down former Sports Cabinet Secretary Rashid Echesa in a Ksh 39 billion fraud case.

During the raid at Ruto’s office, the detectives checked into the building to view the Closed Circuit Television (CCTV) footage for the period of interest to them.

According to The Standard, the detectives are also said to be keen to rope in all the ring leaders of the scheme as well as to corroborate the evidence adduced by the victims.

Of key interest are three top officials of the office who by the virtue of their positions ought to have been in the know when such a humongous deal was being struck.

These are long-time personal aide of the DP Farouk Kibet, Chief of Staff Ken Osinde and Private Secretary Reuben Maiyo.

Echesa is spending the weekend in police cells as detectives concluded the initial part of their probe.

Ruto  was yesterday furious with the turn of events implicating his office.

The news that his office was a place of interest to detectives also unfurled a wave of criticism by his political rivals demanding he tells his side of the story.

“Go for the fraudsters. Leave me to serve the nation,” Ruto tweeted in reaction to the Saturday Standard story naming his office as the theatre of the alleged fraud.

“The desperation of my political competitors on their choreographed smear campaign against WSR is evident even for fools (whom we have a shortage for) to see. Just wait and see where this will end up. Washindwe!” he wrote.

Former Sports Cabinet Secretary Rashid Echesa is no longer new to controversies! Or is he?

Well, after his arrest on Thursday, details have emerged of how the former ODM party youth leader used the office of Deputy President Dr William Ruto and Defence Cabinet Secretary Monica Juma’s signature to strike a multi-billion fraudulent deal.

According to The Standard, Echesa is said to have used the Office of the Deputy President and the signature of the Defence Cabinet Secretary to cut the fraudulent multi-billion-shilling deal to supply military surveillance equipment and guns.

The complainant, who is an American based in Poland, told the police Echesa approached them through e-mail, introducing himself as a Kenyan politician who would hook them up with a lucrative Sh39.5 billion tender.

The complainant said Echesa summoned the directors of the company into the country and had a meeting at a Nairobi hotel in the presence of people dressed in military uniforms, one of them introducing himself to the investors as a general who would be the user of the military equipment to be supplied to the Department of Defence.

The directors then arranged a trip for Echesa and three others to Poland, the headquarters of the company to inspect the surveillance equipment.

It is here that he said he would receive Sh52 million upon the signing of the contract after allegedly approving the standards of the equipment.

The victims told the police that they were on Thursday shocked to establish the man who identified himself as a military general was dressed in a suit this time round.

They also said they never got to meet the Deputy President despite Echesa promising that the contract would be signed in his presence.

What baffled investigators is that the fictitious tender document found both in the Office of the Deputy President and in Echesa’s car, bore the signature of CS Juma, among other senior ministry officials.

Forensic investigations on the signatures have been launched as part of the probe.

As Deputy President Dr William Ruto celebrates his 53rd birthday, former sports Cabinet Secretary Rashid Mohammed Echesa has penned a moving message to him with two wishes.

Taking to his official twitter account on Saturday morning, Echesa prayed that the best of DP Ruto’s life come to pass.

He continued by praying that Ruto’s spirit be enriched by love and hope in the prosperous years ahead so that the DP may continue empowering the lives of others with his positivity, love, benevolence and bounty heart.

Echesa further wished Ruto a future of limitless possibilities and opportunities.

Echesa who is a former Orange Democratic Movement (ODM) youth leader jumped ship and joined Ruto’s camp in the run-up to 2017 General Election.

The youthful politician came to public limelight when he was appointed the Sports CS in Uhuru’s cabinet unveiled in March 2018.

He became the subject of discussion in the country after many Kenyans questioned his academic qualification and ability to deliver considering he had not even set foot in High School.

He was later mysteriously fired and replaced by Amina Mohamed who was moved from the Ministry of Education.

Activist Boniface Mwangi has called for the arrest of former Sports Cabinet Secretary Rashid Echesa after linking him to sex trafficking business.

This follows an exclusive article by The Standard Newspaper that exposed a sex den in Ruaka which was using underage girls.

The Standard linked the sex den to an unnamed ex-minister, whom Boniface Mwangi believes is Rashid Echesa.

According to the local daily, Police rescued the underage girls and arrested three suspects including a 44-year-old man believed to be the brothel manager.

Skimpily dressed girls, most of them underage were led to the elevator, down the seven floors and into police vehicles. For close to a year, the house was being used as a brothel by the proprietors.

The daily further reports that the former Cabinet minister has been operating the brothel since the beginning of the year.

But activist Mwangi while referring to a previous incident where Echesa was linked to another trafficking case involving Pakistan Bale Bale dancers says Echesa conducted all these illegal activities while having police bodyguards.

The activist has accused the police authorities for protecting a sex trafficker and called for immediate action.
